## Summary

Bradford Children & Families Trust is exploring the appointment of an Innovation Partner for Tier 3.5 therapeutic children’s home provision. The service would support the co-design, mobilisation and delivery of an equivalent Tier 3.5 therapeutic children’s home model for children and young people with complex needs. The emerging requirement is for two two-bedroom properties or homes, providing four beds in total. Homes could be mobilised and opened in phases, depending on property readiness, regulatory requirements, mobilisation planning and operational considerations. The work is a specialist social care service with accommodation, classified under CPV codes 85310000 and 85311000. Delivery is expected in the United Kingdom, for Bradford Children & Families Trust.

This procurement is at the planning stage and the buyer has set out an intention to procure; it is not an invitation to tender. The expected approach is preliminary market engagement followed by a potential formal procurement for an Innovation Partner. The buyer expects a market engagement event through Microsoft Teams on 25 August 2026, from 13:30 to 15:30, with registration expected by 21 August 2026 at 17:00. The event is intended to test the emerging service model, two-home approach, phased mobilisation, quality and commercial arrangements. The anticipated contract period is 1 April 2027 to 31 March 2031, with possible extension to 31 March 2035. The estimated gross value is £26,100,000. A subsequent notice is expected around 1 October 2026.

The work is likely to suit providers experienced in operating or developing therapeutic children’s homes for children and young people with complex needs, as well as organisations able to act as an innovation or development partner. Relevant strengths include service co-design, property identification and readiness, mobilisation, phased opening, operational delivery and partnership working. Suppliers should be prepared to address safeguarding, quality assurance, regulatory compliance and Ofsted-related requirements, alongside workforce planning and the delivery of a sustainable Tier 3.5 model. The buyer is also looking for commercial transparency and open-book accounting. Businesses with suitable children’s social care experience can use the engagement phase to comment on the emerging model and prepare for a possible formal procurement.
