## Summary

The Information Commissioner’s Office is procuring specialist technical consultancy on electronic identification and trust services (eIDAS). The requirement is for contingent labour from a technical subject matter expert who can help the Commissioner maintain the ICO’s technical capabilities and advise on associated standards. The work covers electronic signatures, qualified digital certificates, electronic seals, timestamps and other authentication mechanisms, including the related cyber security technologies and regulatory framework. Delivery is across the United Kingdom. The procurement is for services and is suitable for small and medium-sized enterprises. The requirement is focused on expert advice and technical support rather than general IT consultancy, software development or routine staffing.

This procurement is complete and was made by direct award. JANDNET LIMITED was selected on 14 August 2026. The award is valued at £450,000 excluding VAT, or £540,000 including VAT. The initial contract period is 1 September 2026 to 31 August 2029, with two optional one-year extensions at the ICO’s discretion, giving a maximum possible term to 31 August 2031. The consultant is expected to provide up to 100 days of support per year. The direct award was justified by the exceptionally niche combination of eIDAS regulatory knowledge and underlying cyber security expertise, following unsuccessful previous procurements and recruitment attempts or identification of only one capable supplier. A standstill period ends on 25 August 2026.

For a future requirement of this kind, credible suppliers would need demonstrable expertise in the eIDAS regulatory framework and the technical operation of electronic identification and trust services. Relevant capability includes advising on electronic signatures, qualified digital certificates, electronic seals, timestamps and other authentication mechanisms, together with the standards that govern them. Suppliers should also be able to act as a trusted technical subject matter expert for a senior public-sector commissioner and help maintain an organisation’s in-house technical capability. The buyer’s rationale indicates that specialist cyber security knowledge and a rare combination of regulatory and technical experience are decisive differentiators. A consultancy or specialist individual able to provide sustained, flexible expert input at up to 100 days annually would be well placed for comparable work.

## Notice

Contingent labour provision of a technical subject matter expert relating to eIDAS, for up to 100 days per annum. The consultant will: * support the Commissioner to maintain the ICO's technical capabilities in the area of electronic identification and trust services; and * serve as the ICO's technical subject matter expert for associated standards relating to electronic signatures, qualified digital certificates, electronic seals, timestamps and other authentication mechanisms. Three year initial contract term, with options to extend for two further years, resulting in a maximum term of five years.

### Procurement Information

The technical expertise required to fulfil our needs is exceptionally niche, combining understanding of the eIDAS regulatory framework and the underlying cyber security technologies. Previous procurements and repeated recruitment attempts have been unsuccessful or have resulted in only one capable supplier identified.
