## Summary

Leicestershire County Council is exploring a supported accommodation and support service for care leavers aged 18 to 21, with provision potentially extending to age 25 in some cases. The service would provide safe, good-quality shared accommodation across Leicestershire for young people with low to moderate support needs. It would combine a block of shared accommodation beds with a block of flexible support hours, allocated across the accommodation according to individual needs. Support would help residents develop practical life skills, emotional resilience and social integration, while progressing towards independent living. The council also wants the model to provide value for money, including by maximising the use of Universal Credit housing support. This is a health and social work service.

This procurement is at the preliminary market engagement and planning stage, not an invitation to tender. The council is using a short questionnaire to gather market information and investigate options for the future service. Providers are expected to submit the completed questionnaire by 12 noon on 11 September 2026; clarification questions are due by 12 noon on 4 September 2026. The council’s current expectation is for service delivery from 1 June 2027 to 31 May 2030, with a possible extension to 31 May 2032. The planned arrangement is treated as a light-touch service and currently comprises one lot. Responses to the engagement exercise will not advantage or disadvantage suppliers in any later procurement.

The future requirement is likely to suit organisations experienced in supported accommodation, housing-related support, care-leaver services or wider social care for young adults. Strong candidates will be able to provide safe, good-quality shared housing in Leicestershire and deliver flexible, needs-led support across several beds rather than a fixed service intensity. Relevant capability includes helping young people build practical living skills, emotional resilience and social connections, while managing a planned reduction in support as independence increases. Providers should be prepared to work with young people who have low to moderate support needs and to support accommodation-based delivery alongside flexible support hours. Experience of coordinating housing support and maximising Universal Credit housing funding would be particularly relevant. This stage is for preparation and market input, not bidding.

## Notice

Preliminary Market Engagement (PME)/soft market test related to the provision of Supported Accommodation for Young People aged 18 and over. Please note this is not an opportunity to tender but is an information gathering exercise to inform the Councils future requirement. The proposed service will be for care leavers aged 18-21 (up to 25 in some cases) with low to moderate support needs and will provide: * Safe, good-quality shared accommodation within Leicestershire * Flexible, needs-led support that allows young people to progress into independent living * Help to young people to build; Practical life skills; Emotional resilience; Social integration * Ensure value for money including maximising the use of Universal Credit housing support The proposed service model is for a block of shared accommodation beds and a block of flexible support hours. The support hours will be used flexibly across the beds depending on the needs of individual young people and will reduce over time in line with the young person's increasing independence. The purpose of this PME is to gauge interest from the market and to investigate potential options for the service described above. This is not an invitation to bid, this is solely a request for information. Responding to this request for information does not advantage or disadvantage any supplier in any possible future procurement process.

Providers wishing to take part in the PME exercise should register/log-in to the East Midlands Tenders portal via the above link and search for the PME using the reference DN826220.
Providers are required to download and complete the PME document, and then submit the completed document via East Midlands Tenders prior to the closing date and time - 11th September 2026 12:00 Noon
Providers are able to raise clarification questions via the messaging facility of the portal. The deadline for raising clarification questions is 12:00 Noon on 4th September 2026.
