Places for London Limited intends to enter into a new 13-month contract with Market Place Management Limited for the continued operation and management of Seven Sisters Temporary Market. The contract will provide continuity of the existing market operator services, including the day-to-day operation of the market, trader engagement and compliance, trader licensing and rent monitoring, health and safety coordination, marketing and footfall activity, stakeholder engagement, and supervision and liaison with separately appointed facilities management providers. Market Place Management Limited has developed and embedded the site-specific operational procedures, health and safety arrangements, trader licensing and compliance records, rent-management processes and stakeholder relationships required for the uninterrupted operation of the market. For the limited 13-month period, appointment of an alternative operator would require mobilisation, transfer and validation of operational and safety documentation, stakeholder re-engagement and detailed site familiarisation. Places for London considers that this would create material transition and operational risks and that there is no reasonable alternative capable of providing uninterrupted delivery from the required commencement date. The contract is time-limited and will expire on 31 October 2027. Places for London intends to undertake a competitive procurement for its longer-term market operator requirement during the interim period.

### Procurement Information

Places for London Limited intends to directly award this contract to Market Place Management Limited under section 41 of the Procurement Act 2023, relying on the Direct Award justification in Schedule 5, paragraph 6, absence of competition for technical reasons. Market Place Management Limited is the existing operator of Seven Sisters Temporary Market and has developed and embedded the site-specific operational procedures, health and safety arrangements, trader licensing and compliance processes, rent-management arrangements, operational records and stakeholder interfaces currently required for the safe and uninterrupted operation of the live market. The proposed contract is for a limited 13-month period commencing immediately following expiry of the existing arrangement on 30 September 2026. For this period, changing operator would require the mobilisation of a replacement provider together with the transfer, verification and implementation of the existing operational and safety arrangements, trader and compliance records and stakeholder interfaces. Places for London considers that this would create material technical and operational transition risks to the uninterrupted operation of the market. A replacement operator would also need to undertake site familiarisation, due diligence, validation of existing health and safety and operational controls, transfer of trader information and stakeholder engagement before assuming responsibility for the live operation. Given the interdependency of these arrangements, Places for London considers that there is no reasonable alternative supplier capable of taking over the requirement from 1 October 2026 without material disruption to the operation of the market. Historical market testing also indicates limited supplier appetite for this specialist requirement. During the 2023 competitive procurement, seven operators were invited to tender and two bids were received. This limited historical market response is not relied upon as the basis for the Direct Award but provides additional market context. The requirement has not been artificially narrowed to favour the incumbent. The proposed contract is limited to the existing market operator services and expressly excludes cleaning, security and waste services, which are separately procured by Places for London. The Direct Award is time-limited. Places for London intends to undertake market engagement and a competitive procurement for the longer-term market operator requirement during the interim contract period, with the replacement competitively procured arrangement intended to commence on 1 November 2027.
