## Summary

Liverpool School of Tropical Medicine intends to procure laboratory equipment for sites in Malawi. The requirement covers laboratory, optical and precision equipment, instruments for checking physical characteristics, detection and analysis apparatus, and laboratory pipettes and accessories. Suppliers may offer preferred manufacturers and models, or equivalent or superior alternatives that meet the minimum specification. The equipment is arranged in packages, allowing suppliers to provide one, several or all packages. Delivery locations cover Malawi, with delivery addresses also identified in the United Kingdom and South Africa. The buying organisation is based in Liverpool and is seeking equipment suitable for operational use in tropical medicine and laboratory settings.

This procurement is at the planning and pre-market-engagement stage; it is an intention to procure and is not yet an invitation to tender. The buyer expects the requirement to be advertised to the wider market after discussions with suppliers on the NWUPC Framework. An indicative future notice date is 18 August 2026. The estimated gross value is £812,000. The planned contract period is 30 September 2026 to 1 September 2027. Suppliers will be able to bid for one, some or all packages, which will be evaluated independently. Packages are intended to be awarded separately, although multiple packages may be awarded to one supplier where this offers better overall value. Technically compliant bids will proceed to commercial evaluation.

The requirement should suit laboratory equipment manufacturers, authorised distributors, specialist resellers and suppliers with experience supporting scientific, diagnostic or research laboratories. Strong candidates are likely to be able to supply detection and analysis equipment, physical-characteristics instruments, pipettes and related accessories across several equipment packages. Suppliers should prepare evidence that proposed products meet the minimum technical requirements, particularly where they are offering alternatives to the preferred models. The buyer is also looking for practical international fulfilment capability, including direct delivery to Malawi where possible, or a clearly stated alternative delivery term. Experience coordinating compatible equipment, shipping and operational arrangements across Malawi, South Africa and the UK will be relevant.

## Notice

.The purpose of the project is to procure laboratory equipment to sites in Malawi. Suppliers may bid for one, some or all of the equipment listed. Preferred manufacturers and models have been provided as a guide to the required specification however equivalent or superior alternatives that meet the minimum requirements will be considered. Where possible suppliers should provide pricing for direct delivery to Malawi. If direct delivery is not available, suppliers should clearly state the delivery term offered. Suppliers may submit bids for one, some or all of the packages listed within the pricing schedule. Each package will be evaluated independently against the evaluation criteria set out below. Only technically compliant bids will proceed to the commercial evaluation. Packages will be awarded separately; however, the Authority reserves the right to award multiple packages to a single supplier where this provides better overall value, taking into account factors such as technical compatibility, shipping efficiencies and operational efficiencies.

### Planning Information

Several suppliers on the NWUPC Framework were contacted to determine whether they could meet the requirement. Following initial discussions, it was concluded that advertising the requirement to the wider market would be the most appropriate approach to ensure the best outcome.
