## Summary

Somerset Council is procuring educational psychology services to support statutory Education, Health and Care Needs Assessments (EHCNAs) for children and young people with special educational needs and disabilities. The provider will supply suitably qualified Educational Psychologists to carry out assessments and produce psychological advice for the Council. The service is intended to help complete statutory assessments on time, reduce delays in the EHC assessment process and contribute to improved outcomes for children and young people. Work will be delivered for Somerset Council in Somerset, under a health and social work services classification. This is a public-sector service requirement managed by Somerset Council, rather than a supply of goods or construction works.

The process has reached tender: Somerset Council invited offers through an open procedure, with electronic submission allowed in English. Enquiries had to be submitted by 9 September 2026 at 12:00, and offers by 16 September 2026 at 12:00. The estimated value is £2,320,160 excluding VAT, or £2,784,192 including VAT. The contract is scheduled to run from 10 November 2026 to 31 March 2029, with a possible extension to 31 March 2030. Award decisions are due by 28 October 2026. There is one lot. Evaluation is based on price at 50%, quality at 40% and social value at 10%. The Council may increase the scope, term or both if funding and capacity needs change.

This opportunity suits educational psychology providers able to supply qualified, HCPC-registered Educational Psychologists with capacity to undertake statutory EHC needs assessments and prepare psychological advice. Suppliers should be able to manage assessment work reliably, support timely completion against statutory timescales and help reduce existing delays. The requirement also favours organisations with experience of working with children and young people with special educational needs and disabilities, and of collaborating with a local authority or comparable public service. Somerset Council expects the provider to work collaboratively with its teams and to contribute to improved outcomes. Small and medium-sized enterprises are identified as suitable participants. Providers should also be prepared for potential additional assessment capacity if the service expands.

## Notice

The Provider shall supply suitably qualified and HCPC-registered Educational Psychologists (EPs) to undertake Education, Health and Care Needs Assessment (EHCNA) work and produce Psychological Advice on behalf of Somerset Council. The overarching aim of the service is to support the timely completion of statutory EHC needs assessments and contribute to improved outcomes for children and young people with Special Educational Needs and Disabilities (SEND). The Provider will be expected to work collaboratively with Somerset Council to reduce delays within the EHC assessment process and support compliance with statutory timescales.

Lot 1

Renewal: There is the potential for additional funding to be allocated to this service and for additional capacity to be required of the service due to the delivery of the Experts at Hand Offer and the need to backfill EP assessment capacity. Therefore, in line with Schedule 8 of the Procurement Act 2023 (Permitted modifications), the scope of this contract may increase. This could be either an increase in the scope, an increase in the term or both. This will be at the Authorities discretion should the additional funding materialise and/ or the restructuring process result in the need for additional capacity in this service. As required this statement will be replicated in the Contract Terms and Conditions and the Contract Award Notice.
