The service would provide passengers and station users with safe, reliable and accessible access to cash and related services. The expected end-to-end scope covers installing, operating, managing, maintaining, repairing, replacing and removing ATMs. It may also include foreign currency services, technological innovation, customer-experience improvements and other value-added solutions. This procurement is at the planning and pre-market engagement stage. Network Rail is gathering supplier views before starting a formal procurement, to inform the specification, procurement strategy, commercial model and revenue-generation approach. It expects to hold a supplier day in London on 21 September 2026, followed by optional one-to-one sessions lasting one hour that afternoon for suppliers requesting them in their RFI response. The buyer expects the next notice to be published on 16 November 2026. The planned arrangement would support onboarding additional train-operating-company stations during its term. This process is an RFI and does not invite tenders; participation will not affect any later competition, and suppliers would bear their own response or attendance costs. The engagement will suit ATM operators, cash-services providers, banks, foreign-exchange specialists and technology or facilities partners able to deliver a managed, end-to-end service in a busy rail environment. Relevant capability includes ATM installation, estate-wide operations, monitoring, maintenance, repairs, replacement and removal, together with reliable cash availability and accessible customer service. Suppliers should be prepared to demonstrate approaches to station safety, sustainability, cyber security, operational resilience and passenger experience. Experience of managing dispersed public-facing locations and working with multiple transport operators would be useful, as would the ability to support future estate growth. Businesses with innovative technology, alternative commercial or revenue models, foreign-currency solutions and other value-added services should use the engagement to explain what they can provide and how it could shape the eventual specification. ## Notice Network Rail (NR) is looking to procure a partner to provide, manage, operate and maintain Automated Teller Machine (ATM) and associated currency services across its managed stations and for Train Operating Company (TOC) stations that may join the arrangement during the contract term. The opportunity will support Network Rail's objective of generating sustainable commercial income from its estate whilst providing a safe, reliable and accessible service for passengers and station users. Network Rail is seeking a Supplier that can deliver a full end-to-end service, including the installation, operation, maintenance, repair, replacement, removal and ongoing management of ATM services, alongside opportunities for technological innovation, enhanced customer experience and foreign currency solutions where appropriate. Network Rail wishes to engage with Suppliers on this opportunity prior to commencing the formal procurement process to better understand market capability, commercial models, revenue generation opportunities, innovation, and best practice. The feedback received will help inform the procurement strategy and final specification requirements (please see Section II.2.4 Description of the Procurement for further information). Network Rail will hold a Supplier Day in London on 21 September 2026 where Suppliers will learn more about this opportunity. In addition, Network Rail will hold 1-2-1 sessions with suppliers who request this in their RFI response. There will be 1 hour slots for the 1-2-1 sessions which will take place in the afternoon of 21 September (after the market engagement presentation/event). Note: Should Network Rail be required to move the Market Engagement event date of 21 September 2026 and the 1-2-1 on the afternoon of the 21 September, Network Rail will inform the supplier who has expressed an interest via the email provided in their RFI response. ### Lot Information Lot 1 Network Rail (NR) currently operates approximately 67 ATMs across its Managed Stations, which are managed through an existing third-party contractual arrangement. Network Rail is seeking market engagement in advance of procuring a new contract for the provision, operation and management of ATM and associated currency services. As the rail industry transitions towards Great British Railways (GBR), a number of Train Operating Companies (TOCs) have expressed an interest in participating in the future arrangement. The new contract will therefore be designed to support the onboarding of additional TOC-operated stations during its term, creating a more consistent approach to ATM services across the railway estate. The purpose of this Request for Information (RFI) is to engage with the supply market to: Identify suppliers capable of delivering ATM and currency services within a rail environment. Understand available technology, innovation and market capabilities. Explore commercial models, including revenue generation opportunities. Understand approaches to safety, sustainability, cyber security and resilience. Gather feedback on foreign currency services and other value-added solutions. Identify any additional services or concepts that could help shape the future specification. The successful supplier would be expected to provide a full end-to-end service including the installation, operation, maintenance, repair, replacement and removal of ATMs, together with opportunities for innovation, customer experience improvements and future estate growth.
