## Summary

Cleveland Fire Authority intends to procure accident-damage repair services for its fleet of frontline operational and non-operational vehicles. The requirement covers both heavy goods vehicles and light vehicles, including bodywork repairs and mechanical work, with the exact extent of damage determined after each accident. Repairs are to be completed to a high standard and within an agreed timeframe. Suppliers will also need to protect and securely store the Authority’s high-value vehicles whenever they are under the supplier’s control. Genuine parts are required for frontline operational vehicles; aftermarket parts may be considered for non-operational vehicles. The service is expected to be delivered in the North East of England, under vehicle repair and maintenance services (CPV 50100000).

This procurement is at the planning stage and is currently a pre-procurement market engagement exercise, rather than an invitation to tender. Cleveland Fire Authority expects the resulting contract to run from 1 April 2027 to 31 March 2030. The Authority plans to use supplier engagement to understand the market, including suppliers’ knowledge and experience of delivering the required repair service. Interested businesses are expected to provide information for this engagement by 21 September 2026. The planned procurement comprises one lot and is marked as suitable for small and medium-sized enterprises. The procurement is below the relevant threshold. The engagement does not commit the Authority to proceeding with a future procurement exercise.

This will suit vehicle repair businesses able to handle a mixed fleet of heavy goods vehicles and light vehicles, with capability across accident-damage bodywork and mechanical repairs. Strong operational planning will be important because the damage will vary from incident to incident, and suppliers will need to agree repair dates and timescales and then deliver them reliably. Businesses should be prepared to demonstrate secure custody and storage arrangements for high-value vehicles, including vehicles used for frontline emergency operations. Experience of working with public-sector or operational fleets would be relevant. Suppliers should also be able to source and fit genuine parts for frontline vehicles, while offering suitable aftermarket-part options for non-operational vehicles. The market engagement is intended to help the Authority understand these capabilities before any competition.

## Notice

Cleveland Fire Brigade (CFB) are looking for a supplier (or suppliers) who are able to undertake accident damage repair, for a range of both HGV's and Light Vehicles. The extent of accident damage can not be clarified until each accident takes place, however, we would be looking for a supplier who is able to repair both bodywork and mechanical issues when required. CFB have a range of front line operational and non-operational vehicles. Due to the nature of our work, CFB are wanting to have our vehicles repaired to both a high standard and within the fastest time possible. CFB are not expecting suppliers to undertake our work immediately, however, once a date and timeframe is agreed, we expect suppliers to be able to honor this (with the exception of exceptional circumstances). CFB's vehicle stock is of high value, and needs to be treat / stored in a way which maintains the security at all times. Suppliers are required to ensure security of our vehicles (both HGV and Light Vehicles) at all times when under the control of the supplier. CFB insist that genuine parts are used on all front line operational vehicles, after market parts will be considered for all non-operational vehicles.
