Strong performance controls matter: suppliers would need systems and staffing to make emergency repairs safe within four hours, complete responsive repairs efficiently, and maintain full compliance with statutory inspection deadlines. Experience managing integrated building-maintenance programmes would be relevant when this requirement returns to market.
