## Summary

The Scottish Police Authority is exploring a case management system for legal services. The requirement covers a system for managing legal cases and associated documents, including document management software and potentially software development or configuration services. It also relates to legal documentation and certification services. The procurement is for services, with activity expected to be delivered in Scotland. The system is intended to support the Authority’s legal case management needs, and the market exercise is designed to identify suitable systems and potential procurement options. This may suit technology suppliers with an established case management or document management platform, as well as providers able to adapt, implement or support such systems for a public-sector legal environment.

This procurement is at the planning stage and is currently a Request for Information, not an invitation to tender. The Scottish Police Authority expects to use the responses to inform, engage and gather market information before deciding its procurement options. Suppliers are asked to complete the RFI checklist and information document and return it by midday on 9 September 2026. The buyer’s expected date for a subsequent notice is 21 December 2026. The requirement is presented as one planned lot for a case management system. The estimated value, contract duration, procurement procedure and evaluation criteria have not been settled in this planning exercise. The process is covered by the Government Procurement Agreement.

This market exercise is relevant to suppliers offering legal case management, document management or related workflow systems, particularly those able to describe an existing product and how it could fulfil the Scottish Police Authority’s requirement. It may also suit software developers, system integrators and implementation partners that can configure, develop or support a case management platform, alongside providers of legal documentation and certification services. The buyer is seeking practical information on suitable systems and potential procurement approaches, so respondents should be ready to explain their system’s capabilities, fit for legal casework, document handling functions, implementation model and support arrangements. Suppliers can use the RFI to shape the Authority’s understanding before a future procurement reaches the market.
