## Summary

NHS England is procuring a national workforce support service for the Step into Health programme. The service will help members of the Armed Forces community move into NHS employment through employer engagement, candidate support, recruitment pathways, mentoring and work placements. It will also cover communications, stakeholder engagement and management of the programme’s associated activities. This is a recruitment and career guidance services opportunity, including engagement with NHS employers and potential candidates. The requirement is arranged as a single lot and is intended to support the programme nationally. The appointed supplier will be responsible for coordinating the service and delivering its different support, engagement and programme-management functions as an integrated workforce offer.

The procurement has reached tender: NHS England invited offers through an open procedure. It is above the relevant threshold and has one lot. Enquiries had to be submitted by 17 August 2026 at 12:00, and offers are due by 14 September 2026 at 12:00. Electronic submission is allowed in English through the Atamis e-tendering portal. The contract is scheduled to run from 2 November 2026 to 1 November 2027, with an option to extend for up to a further 12 months, to 1 November 2028. Its estimated value is £310,200 excluding VAT, or £372,240 including VAT. Evaluation is weighted 60% technical, 30% commercial and 10% social value.

This opportunity suits a supplier with experience of workforce support, recruitment and career guidance, particularly for members of the Armed Forces community or other candidates needing tailored routes into employment. Strong candidates will be able to engage NHS employers, support candidates through recruitment pathways, organise mentoring and work placements, and manage communications with stakeholders. The requirement also calls for the capacity to coordinate several related activities as one national programme, rather than delivering a single recruitment intervention. Suppliers should be able to demonstrate sound technical delivery and meaningful social value alongside commercial competence. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, making it relevant to specialist providers as well as larger workforce-service organisations.
