## Summary

The Bank of England is reviewing technology for financial crime transaction screening and monitoring. The scope covers fraud prevention, sanctions screening, anti-money laundering and counter-terrorist financing controls, including monitoring customer activity, identifying unusual or anomalous behaviour, and supporting the investigation and management of financial crime risks. The Bank is seeking information about current and emerging technology solutions and different deployment approaches. The services will support high-value domestic and cross-border transactions moving through payment and messaging channels, serving domestic and international customers such as central banks, government entities and systemically important financial institutions. This is an information-gathering exercise for IT services, including consulting, software development, internet and support services, with delivery across the United Kingdom.

This procurement is at the planning stage and currently concerns pre-market engagement, not an invitation to tender. The Bank expects to use the information gathered to review its technology capability; any future competitive procurement remains discretionary. The buyer’s indicative budget is £5,000,000 excluding VAT, or £6,000,000 including VAT, and the requirement is above the relevant threshold. One planned lot is currently associated with a five-year contract period from 1 January 2029 to 31 December 2034. Providers wishing to express interest in the pre-market engagement are asked to do so by 3pm on 1 September 2026. A further engagement milestone is scheduled for 30 October 2026. The process and scope may change before any future notice.

This exercise will suit technology providers with experience in financial crime transaction monitoring, fraud detection, sanctions screening and AML/CTF compliance. Relevant suppliers are likely to offer configurable systems that monitor customer and transaction activity across payment and messaging channels, detect anomalous behaviour, support investigations, and manage financial crime cases and risks. The Bank is specifically seeking insight into both established and emerging solutions, together with practical deployment approaches, so suppliers should be prepared to explain implementation, integration, support and operating models. Providers must be able to provide company and parent-company details and hold Cyber Essentials certificates. Those passing the initial qualification are expected to sign a non-disclosure agreement before receiving an invitation to the engagement event. This is preparation for potential future market participation, not a bid opportunity now.

Through this market engagement exercise, the Bank is seeking information on current and emerging solutions, as well as deployment approaches.
