## Summary

The Scottish Government is procuring naval architecture and marine engineering services for its Vessel Replacement Project. The requirement supports the development and delivery of a new Marine Protection Vessel and Marine Research Vessel. Work covers procurement support, technical evaluation, design assurance, build oversight, specialist site supervision, factory and vessel trials, and acceptance activities. The successful provider will supply expertise across procurement, design, construction, testing and delivery, including shipyard supervision and marine engineering advice. This is an engineering consultancy and advisory services opportunity for firms able to support complex vessel programmes and work with shipyards, vessel designers and government project teams. The services will be delivered in connection with vessel construction, testing and acceptance activities, including work at relevant shipyard and vessel locations.

The procurement has reached tender: the buyer invited offers through a selective restricted procedure. It is divided into one lot and uses electronic submission. The tender submission deadline set by the buyer is 16 September 2026 at 12:00. The second-stage invitation is scheduled for 1 October 2026. The contract period is 1,080 days, with four optional 12-month extension periods at the purchaser’s discretion. The maximum contract value is GBP 3.4 million, with no guaranteed volume of work. The buyer expects the contract to operate mainly through agreed Statements of Work for defined periods or project-specific activities. Evaluation is based on quality at 80% and price at 20%. Bidders must submit in English, and variants are not allowed.

This opportunity suits naval architecture and marine engineering consultancies with experience supporting vessel replacement, shipbuilding or other complex maritime programmes. Relevant capability includes technical procurement support, evaluation of vessel proposals, design assurance, build oversight, shipyard supervision, factory acceptance testing, vessel trials and final acceptance. Suppliers need the capacity to provide specialist personnel through successive design, construction, testing and delivery stages, and to agree teams and services for defined Statements of Work. The requirement is likely to suit businesses able to coordinate multidisciplinary engineering input and work closely with government, designers, shipyards and vessel operators. The procurement also includes community benefit expectations, including apprenticeships, trainee placements or structured training in shipbuilding and marine engineering, plus education and STEM outreach in coastal or maritime communities.
