## Summary

The City of London Corporation intends to procure homecare, rapid response and reablement services for vulnerable adults in the City of London. The services will support people to maintain or regain independence in their own homes and community, following Care Act assessments and care and support plans. They are intended to prevent avoidable hospital admissions, support discharge from hospital, reduce hospital stays and help residents avoid higher-cost residential care. Providers would deliver health and social care services, including support for people contributing towards their care costs following financial assessment. The procurement is classified as health and social work services and is subject to the light-touch regime.

This process is at planning stage and is not an invitation to tender. The City expects to undertake a preliminary market engagement exercise before deciding how to package and scope any future procurement. Interested providers are asked to complete a questionnaire by 17 September 2026, with responses informing an options appraisal and recommendations; participation will not guarantee an invitation or a future contract. The procurement is planned as one lot, with an expected contract period from 1 July 2027 to 30 June 2030 and a possible extension to 30 June 2032. The estimated value is £4,880,000 excluding VAT, or £5,856,000 including VAT. The future procurement is above the relevant threshold.

This engagement will suit organisations already delivering homecare, rapid response or reablement for vulnerable adults, particularly providers able to coordinate support in people’s homes and across community services. Relevant experience is likely to include promoting independence, responding to changing care needs, preventing hospital admission and supporting people after hospital discharge under the NHS discharge-to-assess model. Providers familiar with Care Act assessments, care and support plans and client financial contributions will be well placed to contribute informed views. The City is seeking sector innovation, attractive ways to package and scope the services, and national best practice. It specifically invites views from providers that do not currently deliver in London. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable.

## Notice

Homecare, Rapid Response and Reablement services to enable and support individuals mainatin levels of independence within their home environment within the City of London. Home Care, Rapid Response and Reablement services are delivered with the aim of supporting and enabling vulnerable adults to maximise their levels of independence at home and within the commnunity. These services can help to lessen the escalation of needs, assist in the prevention of hospital admissions and avoidance and support the individual following discharge from hospital. Homecare services in particluar can potentially reduce admission to high cost residential care settings for the Corporation's residents. This suite of services also supports the NHS hospital discharge (D2A) model, reducing hospital length of stay, improving outcomes for people (often better recovery within the home environment) and reduce acute bed capacity. These services are delivered in accordance with a Care Act assessment and subsequent care and support plan, as well as a financial assessment for clients above income thresholds paying or contributing towards their respective care costs.

Preliminary Market Engagement (PME)
The City is undertaking Preliminary Market Engagement in accordance with the provisions of Section 16 to Part 3 [Award of Public Contracts and Procedures] of the Procurement Act 2023 prior to the issuing of the Tender Notice.
PME in this case is where the City, at an early stage in the development of its proposals, but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity.
This exercise will provide an opportunity for the City to obtain insight into sector innovations and how participants might approach the delivery of the service in question. To this end, we would ask providers that do not deliver in London to consider responding to this exercise, as we are seeking to incorporate national best practice and innovation into this service.
It also gives a useful early insight into the likely level of interest in a proposed project from that market. 
Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supplies and services or accept any proposals offered. Any Procurement of supplies and services by the City will be carried out strictly in accordance with the Procurement Act (PA23).

As stated above, the outcome of the PME exercise will inform an options appraisal with recommendations.
