## Summary

Kirklees Council is planning to procure scheme management, a 24-hour core service, and planned care and support services for three established extra care housing schemes. The services will support residents within Woodland Court in Dewsbury, Sandy Mount in Crosland Moor, Huddersfield, and Meadow Green in Heckmondwike, including Meadow Green Lodge for people living with dementia. The schemes provide 140 one- and two-bedroom rented apartments within Kirklees’s wider housing, care and support model. The housing and building management arrangements are delivered through a long-term Private Finance Initiative contract managed for the Council by Pinnacle. The procurement is for health and social work services, delivered across these extra care locations in Kirklees.

This procurement is at the planning stage: Kirklees Council has stated an intention to procure future contractual arrangements, but has not invited tenders. The Council expects to use a competitive flexible procedure under the light-touch regime. The planned contract is a single lot and is expected to run from 1 July 2027 to 30 September 2029. Its stated gross value is £5,317,088. The Council expects the next notice to be published on 26 October 2026. Before then, it is seeking market feedback through a questionnaire and market sounding exercise; suppliers are asked to return responses by 4 September 2026 at 12:00. The planned procurement notice identifies the process as above the relevant threshold.

The work is likely to suit organisations experienced in managing extra care housing and delivering integrated care and support services for older people, including services for residents living with dementia. Suppliers should be prepared to provide a reliable 24-hour core service alongside planned care and support, and to manage delivery within established schemes rather than new-build facilities. Relevant experience in scheme management, resident support, care planning and coordination with housing and building management arrangements would be useful. The Council describes the future requirement as being for suitably qualified and experienced organisations, so providers should be ready to demonstrate appropriate workforce capability, operational resilience and experience working across multiple extra care sites. The planned lot is identified as suitable for small and medium-sized enterprises.

Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver Scheme Management, 24/7 Core Service and Planned Care and Support Services within established Extra Care schemes. Kirklees Council has a portfolio of Extra Care schemes across the borough. This upcoming tender is in relation the 3 original schemes developed in Kirklees: Woodland Court in Dewsbury (46 flats, opened in 2013), Sandy Mount in Crosland Moor, Huddersfield (41 flats, opened in 2014), and Meadow Green in Heckmondwike (43 flats), which incorporates Meadow Green Lodge (10 flats for people living with dementia), opened in 2014. Together, these schemes provide 140 one and two-bedroom apartments for rent and form part of a wider housing, care and support model. The housing and building management arrangements are delivered through a long-term Private Finance Initiative (PFI) contract, currently managed by Pinnacle on behalf of the Council.
