## Summary

Bournemouth, Christchurch and Poole Council is acting for itself and Dorset Council to commission a fully integrated, open-access sexual and reproductive health service across Bournemouth, Christchurch, Poole and Dorset. The service covers sexual health prevention, testing, diagnosis and treatment; reproductive health and contraception, including long-acting reversible contraception; HIV testing, prevention and PrEP; digital and self-managed pathways; relationships and sex education support; targeted prevention; clinical outreach; services for children and young people; and workforce development, training and public health initiatives. It is a health and social work service (CPV 85000000), delivered through face-to-face, telephone, digital, walk-in and integrated care routes.

This is a planned commissioning intention at the planning stage, not an invitation to tender or a contract award. The councils intend to use the Provider Selection Regime 2023 Most Suitable Provider Process, rather than the Public Contracts Regulations 2015 or Procurement Act 2023 regulations. The service will be awarded through one contract with no division into lots. The buyer’s indicative expectation is that a future notice will be published on 16 November 2026. The contract is intended to provide continuity of care and consistent service standards across both council areas, including same-day assessment pathways for urgent clinical need where appropriate.

The work is likely to suit a single provider with the clinical, operational and digital capacity to deliver a broad sexual and reproductive health service across two local authority areas. Relevant strengths include sexual health and contraception expertise, HIV prevention and PrEP provision, LARC delivery, clinical outreach, services for children and young people, and public health prevention or workforce training. Providers should be prepared to combine face-to-face care with telephone consultations, online information and triage, home testing where clinically appropriate, walk-in access and seamless referral between channels. Face-to-face clinical services require CQC registration at Level Good or above. The model prioritises accessible, person-centred care and reducing health inequalities.
