## Summary

Gloucester City Council is seeking a lead architect for the Wessex House site in Gloucester. The appointed architect will assemble and manage a consultant team, subcontracting other professional services as needed, to prepare and submit a full planning application. The commission concerns a 0.60-acre redevelopment site with a long history, including former Gloucester Poor Law Union Workhouse facilities, later use by the General Electric Company, and the demolition of Wessex House between 2018 and 2020. The site is bounded by land belonging to Network Rail. Previously obtained pre-application advice, supporting documents and planning-officer feedback will be made available to the successful consultant team. The procurement is for professional architectural and related planning services, classified under real estate services.

The process has reached tender: Gloucester City Council invited offers through an open procedure. Bids must be submitted electronically through ProContract by 14 September 2026 at 11:00 UTC. The contract is scheduled to run from 22 October 2026 to 22 February 2027, with the award decision due by 12 October 2026 at 23:59 UK time. The estimated value is £187,500 excluding VAT and £225,000 including VAT. This is a single-lot procurement. Evaluation is weighted 70% for quality questions, 20% for price and 10% for social value. Submissions must be in English; electronic submission is permitted. The opportunity is above the relevant threshold.

This opportunity suits an architectural practice able to act as lead consultant for a planning-led site commission and to coordinate a wider professional team through subcontracting arrangements. Relevant capability includes preparing a complete planning application, managing specialist inputs, responding to pre-application advice and incorporating planning-officer feedback into the submission. Experience of complex or historically sensitive sites would be useful, given the site's former workhouse, industrial and wartime associations, although the published requirement does not identify a specific heritage accreditation. The procurement is expressly identified as suitable for small and medium-sized enterprises. Firms should therefore be able to provide credible architectural leadership, organise the required supporting disciplines and demonstrate quality through written responses, while addressing social value alongside price.

## Notice

We wish to appoint a lead architect who will subcontract for a series of other professional services to draught and submit a full planning application for the Wessex House site. Pre-application advice has been sought previously and the pre-application documents and feedback from planning officers will be made available to the successful consultant team. Wessex House was formally the site of buildings connected to the Gloucester Poor Law Union Workhouse. Prior to the construction of the workhouse in the 1830s, the site was open fields, and then garden plots. Additional facilities, namely an Infirmary and Casual wards, were built later. The buildings were requisitioned during the Second World War, but were then demolished between 1949 and 1950. The land was leased to the General Electric Company, who constructed Magnet House, later to become Wessex House on the site. Wessex House was itself demolished between 2018 and 2020. The site extends to 0.60 of an acre and is bounded by Network Rail land forming part of
