The requirement covers repairs to a range of makes, models and vehicle sizes after accidents, meeting statutory vehicle compliance, construction requirements and quality standards within reasonable timescales. It is a framework for call-off work as required, divided into Northern, Southern, Western and Eastern areas across Northern Ireland. Example locations include Antrim, Ballymena, Coleraine, Armagh, Newry, Enniskillen, Derry/Londonderry, Omagh, Belfast, Dundonald, Downpatrick and Lisburn. Suppliers may need to collect and deliver vehicles to specified depots, including outside the area awarded. The buyer is the Education Authority, based in Belfast. This re-tender has reached the tender stage: the Education Authority invited offers through an accelerated open procedure because of urgency. Enquiries were due by 28 August 2026 at 3pm, and offers were due by 2 September 2026 at 3pm. The proposed framework contract period is 1 October 2026 to 30 September 2030, with a right to make additional purchases during its validity; the anticipated award decision date is 14 September 2026. The total estimated value is £1,530,000 excluding VAT and £1,836,000 including VAT. Each of the four lots is estimated at £382,500 excluding VAT and £459,000 including VAT. Suppliers may tender for any or all lots. Cost carries 60% of the evaluation and quality 40%; the four highest-scoring suppliers in each lot will be ranked on the framework, with call-offs made without reopening competition. This opportunity suits vehicle repair businesses able to deliver bodywork and accident repairs across one or more Northern Ireland fleet areas. Suppliers need capability covering buses, trucks and other vehicle types, a range of makes, models and sizes, and repairs that meet statutory compliance, construction and quality-assurance requirements. They must have sufficient capacity to complete work within agreed timescales, including managing workloads and any repair backlog. Collection and delivery of vehicles to specified depots may be required, including outside the supplier’s awarded area. Before repairs begin, the supplier must provide the Education Authority with a full breakdown of estimated costs and timescales and work to accepted tendered rates. The lots are identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. ## Notice *This is a re-tender of the previous Bodywork and Accident Repair Service* Due to the urgent need to establish the framework the timescales have been reduced. The EA wishes to appoint suppliers to this Framework for the Provision of Vehicle Bodywork and Accident Repair Services for the Northern, Eastern, Southern and Western EA Fleet areas on a call off as required basis. EA is not obliged to procure services exclusively from this Framework Agreement and is free to use their own in-house service if applicable. The Framework will include a range of makes/models and size of vehicle to be repaired after an accident to meet all statutory vehicle compliance and construction requirements to a quality assured standard within a reasonable timeframe. The framework will be split into 4 lots, details of which are provided within document TRN-25-013 Annex 02 Specification of Requirements.
