## Summary

NHS Lancashire and South Cumbria Integrated Care Board is procuring an Easy Eyecare Service for people with learning disabilities and autistic people who need adapted optometry appointments. The service provides reasonable adjustments for patients unable to undergo a standard eye test. The required provision includes pre-appointment visits, functional vision assessments and longer appointment times. This is a health service delivered for the population served by the Integrated Care Board, which is based in Preston. The procurement is categorised as health services. It is relevant to optometry providers able to deliver accessible eye examinations and tailor appointments to patients requiring additional support, particularly providers with experience of learning disability and autism services.

The process has reached an intention-to-award outcome under the Health Care Services (Provider Selection Regime) Regulations 2023, using direct award route C without a prior competition. Primary Eye Care Services Ltd was selected as the existing provider, with one bid recorded. The award is active and the contract is active; the contract was signed on 17 February 2026. The contract period is 1 April 2026 to 31 March 2027, with a value of £36,000. Evaluation gave 100% weight to quality and 0% to price. The assessment considered whether the existing provider was delivering the current service to a sufficient standard and was likely to satisfy the proposed contract. The lot is recorded as cancelled, while the award and contract are recorded as active.

This procurement shows continuing demand for specialist optometry that removes barriers for people with learning disabilities and autistic people. A credible competitor for a future requirement would need optometry capability combined with practical experience of reasonable adjustments, pre-appointment visits, functional vision assessment and extended consultation times. Providers should be able to demonstrate safe, consistent delivery for patients who cannot manage a standard eye test, and show how their service supports access, reduces health inequalities and facilitates patient choice. The evaluation also indicates that quality, innovation, value, integration, collaboration, service sustainability and social value matter to this buyer. The selected supplier is recorded as an SME, so the requirement is not limited to large healthcare organisations.
