The contract term for every lot runs from that lot's commencement date to 31 March 2032, with extension options of 3 years and then a further 2 years, exercisable at DCC's sole discretion. All lots are co-terminous, with the initial period ending 31 March 2032. Commencement is 1 April 2027 for Lots 1, 2 and 4, and 1 July 2027 for Lot 3. Suppliers may bid for any number of lots. Suppliers must satisfy the Conditions of Participation, which are set out in the participation pack issued with this notice and assessed predominantly on a pass/fail basis. All suppliers satisfying the Conditions of Participation for a lot are invited to tender for that lot. Each lot is then tendered in rounds. The initial tender round is assessed 70% Quality / 30% Commercial, with a quality gate applied to high-importance criteria. Between 2 (intended minimum) and 4 (maximum) suppliers per lot progress beyond the initial round. Where two or more suppliers are tied at the last progressing place, all tied suppliers progress and the maximum of four may be exceeded to that extent only. DCC may continue with fewer suppliers, including where necessary a single supplier, where lawful and appropriate. DCC may, per lot, conduct no more than one additional intermediate tender round before progression, or may proceed directly to the final round. The final tender round is evaluated afresh at 50% Quality / 50% Commercial and determines the most advantageous tender for each lot. Each lot has its own progression and award decision. DCC intends to conduct clarification and structured negotiation with suppliers progressing through the tender rounds.
