## Summary

Dwr Cymru Cyfyngedig is procuring principal energy services across its estate in Wales, the West Midlands, North West England and South West England. Four independently awardable lots are available. Lot 1 covers electricity import and export for about 4,400 supply points, flexible purchasing, price fixing, power purchase agreement sleeving, export route-to-market and settlement. Lot 2 covers non-domestic gas import of about 67.8 GWh a year, including purchasing, price fixing and industry arrangements. Lot 3 covers purchasing and offtake of biomethane injected into the gas distribution network, at about 45.8 GWh a year. Lot 4 covers half-hourly and non-half-hourly meter operation, data collection and aggregation, Market-wide Half-Hourly Settlement roles, data remediation, automatic meter reading upgrades, gas metering and sub-metering.

The procurement has reached tender: Dwr Cymru is inviting suppliers to participate through a selective competitive flexible procedure for utilities. Requests to participate were due by 11 September 2026 at 17:00, and enquiries by 3 September 2026 at 17:00. The award decision was scheduled for 4 January 2027. Lots 1, 2 and 4 run from 1 April 2027 to 31 March 2032; Lot 3 runs from 1 July 2027 to 31 March 2032. Each lot may be extended by three years and a further two years, up to 31 March 2037. The estimated gross value is £1,107,000,000: Lot 1 £1,050,000,000, Lot 2 £27,600,000, Lot 3 £24,000,000 and Lot 4 £5,400,000. Initial evaluation is 70% quality and 30% commercial; final evaluation is 50% each.

This opportunity suits established energy suppliers, traders, gas shippers, metering operators and specialist energy-services providers. Bidders may pursue any number of lots, with each bid evaluated independently. Electricity bidders need a Great Britain electricity supply licence, flexible purchasing and trading, settlement, billing and support for generation, power purchase agreements and exports. Gas import bidders need a gas supply licence and gas purchasing, price-fixing and supply capability. Gas export bidders need the licences or licensed-shipper arrangements to purchase, ship and sell gas, with biomethane offtake, shipper operations and revenue reporting experience. Metering bidders need the relevant meter operator, data collection and aggregation accreditations, including successor Market-wide Half-Hourly Settlement roles, plus remediation and automatic meter reading upgrade capability. All lots require financial standing, appropriate insurance and health and safety competence.

Electricity import and export

Options: The contract term for every lot runs from that lot's commencement date to 31 March 2032, with extension options of 3 years and then a further 2 years, exercisable at DCC's sole discretion. Options are exercisable per lot and independently. Where exercised, expiry moves from 31 March 2032 to 31 March 2035 and then to 31 March 2037. Supplier fixed fees are held firm for the initial period and are reviewed on exercise of an extension option only by cumulative CPI over that period. DCC may also purchase additional volumes and services within the scope of each lot as its estate changes, including supply to new or altered supply points and metering services at additional or replacement meters. For Lot 4 (Metering services), DCC may agree an earlier commencement date for defined improvement activities ahead of 1 April 2027, and the half-hourly data collection and aggregation element phases into the Lot 4 contract from April 2028.

Renewal: The contract may be extended at DCC's sole discretion by 3 years (to 31 March 2035) and then by a further 2 years (to 31 March 2037). Each extension option is exercisable separately, and options are exercised per lot and independently of any other lot. DCC is not obliged to exercise any option. Supplier fixed fees are held firm for the initial period and are reviewed on exercise of an extension option only by cumulative CPI over that period. Extensions would be used where continuing the arrangements represents value for money and supports service continuity across DCC's energy estate.

Gas import

Gas import: non-domestic gas supply of circa 67.8 GWh per annum to DCC's gas supply points, including purchasing and price-fixing services against DCC instructions, and all industry arrangements required to deliver supply. Gas meter reading and maintenance services sit within Lot 4 (Metering services). Commencement 1 April 2027; initial period to 31 March 2032, with extension options of 3 years and then a further 2 years exercisable at DCC's sole discretion.

Gas export

Gas export: purchase and offtake of biomethane injected by DCC into the gas distribution network (gas-to-grid), circa 45.8 GWh per annum and circa 447 GWh over the maximum contract term. Under this lot the Supplier purchases biomethane from DCC as principal for onward sale into the gas market, so consideration flows from the Supplier to DCC rather than from DCC to the Supplier. The Supplier's remuneration may arise through management or transaction fees, trading margins or spreads, deductions, retained amounts or other elements of the sale-price methodology, to be established through this competition. The estimated value stated for this lot is the gross market value of the biomethane expected to be transacted, stated inclusive of VAT at the currently applicable 20% rate; it is not an estimate of the Supplier's remuneration and does not represent expenditure by DCC, and DCC gives no warranty as to future volumes or market prices. Commencement 1 July 2027; initial period to 31 March 2032, with extension options of 3 years and then a further 2 years exercisable at DCC's sole discretion.

Metering services

Metering services: HH and NHH meter operator (MOP), data collection and aggregation and successor MHHS roles, NHH remediation and AMR upgrade programmes, gas metering and sub-metering across DCC's estate. Through this lot DCC will contractualise a remediation programme with measurable outcomes and an enduring data-quality service. Commencement 1 April 2027; DCC may agree an earlier commencement date limited to defined improvement activities (such as remediation planning, surveys, estate validation and preparatory AMR upgrade work) so that estate improvement proceeds in parallel with incumbent close-out. The current half-hourly data collection and aggregation arrangement runs to April 2028 and that element phases into this contract at that date. Initial period to 31 March 2032, with extension options of 3 years and then a further 2 years exercisable at DCC's sole discretion.
