## Summary

Walsall Housing Group Limited is procuring communications, creative and print services for its in-house Communications team, delivered in Walsall. There are two service areas. Lot 1 is strategic creative and campaign services: audience research, insight, campaign strategy, creative concepts, design direction, campaign delivery, monitoring, reporting and evaluation. Campaigns may cover customer and safety communications, recruitment, organisational change, internal engagement and behavioural change, with production-ready artwork where print is needed. Lot 2 is design, artwork and promotional print services, including graphic design, infographics, publications, presentations, digital and social media assets, merchandise, print management, fulfilment, and event or exhibition materials. Suppliers can tender for either or both lots and may be appointed to both.

The procurement has reached tender: the buyer invited offers through an open competitive flexible procedure. Enquiries were due by 2 September 2026 at 12:00 and tenders by 15 September 2026 at 12:00, submitted electronically through the whg In-Tend portal. The intended award period ends on 9 October 2026 at 23:59. Each lot has a recorded gross estimated value of £0. Contracts are planned from 2 November 2026 to 31 October 2028, with extensions available up to 31 October 2030. Lot 1 uses a two-stage process: written quality 60%, price 30% and presentation 10% at final award. Lot 2 is single-stage: quality 70% and price 30%.

This opportunity suits communications agencies, creative studios, graphic design businesses, printers and print-management providers, including SMEs. Lot 1 favours suppliers with strategic communications and campaign expertise, audience research and insight capability, creative direction, measurable campaign delivery, monitoring and evaluation experience, and an understanding of housing, public and charitable sectors. Lot 2 suits suppliers able to turn briefs into high-quality digital and printed communications, apply brand standards, create artwork and publications, manage production and fulfilment, and supply promotional materials. Suppliers should have the capacity to deliver coordinated work with whg’s in-house team and, where requirements overlap, collaborate effectively with the supplier appointed to the other lot.
