## Summary

The Council of the Borough of Kirklees appointed a property development consultancy to support its Homes and Neighbourhoods Team. The service covers multidisciplinary advice for up to 16 council-owned development sites, including site appraisal, planning and design analysis, site massing, cost estimates, financial viability assessments, topographic and utility surveys, and desktop site assessments. The primary focus is residential development schemes and the delivery of affordable housing across Kirklees, including support for securing affordable housing through the section 106 planning process. The work falls within urban planning and landscape architectural services (CPV 71400000) and is delivered across the Kirklees district, including Huddersfield.

The procurement is complete and the contract was awarded to JBA Consulting. The award is active and the contract is active. The Council used a limited procedure without prior publication of a call for competition, making a compliant direct award through the rotational award process under Lot 10 of the YORconsult 3 framework. The award date was 7 July 2026 and the contract was signed on the same date. The contract value is £160,133. Price was the stated award criterion, and one bid was recorded. The Council may add further owned sites and extend the contract by up to six months, subject to the contract terms and Regulation 72 of the Public Contracts Regulations 2015.

This requirement is relevant to multidisciplinary property development consultancies able to combine residential planning, development appraisal and technical site analysis. A credible competitor would need to assess development sites, test planning and design options, prepare site-massing proposals, produce cost estimates and financial viability appraisals, and arrange or undertake topographic and utility surveys. Experience supporting affordable housing delivery and section 106 planning obligations would be particularly relevant, as would the capacity to provide responsive, bespoke advice across a portfolio of council-owned sites. The awarded route also shows the value of access to an appropriate property consultancy framework and the ability to meet its direct-award or rotational call-off requirements.
