## Summary

Tameside Metropolitan Borough Council is commissioning a short-break group activity service for children and young people aged 15 to 17 in the Tameside Borough. The service is focused on preparation for adulthood and should work with young people and their families to provide outcome-focused support based on individual Education, Health and Care Plans. It is intended mainly for young people with maintained plans who need one-to-one or two-to-one support for behavioural, personal care, safety or medical needs. The contract is scheduled to run from 1 January 2027 to 31 March 2028, with renewal options described as 15 months plus 12 months and a maximum extent to 31 March 2029. This opportunity suits providers experienced in delivering short breaks or supported activities for teenagers with additional needs, particularly those requiring behavioural, personal care, safety or medical support. Strong candidates will be able to work with young people, families, commissioners and children-with-disabilities services, using Education, Health and Care Plans to set and review outcomes. The service requires capacity to provide one-to-one and two-to-one support, while adapting staffing levels safely when circumstances allow. Providers should demonstrate a person-centred approach that builds independence, supports preparation for adulthood and manages transitions into adult services. Organisations must be able to operate flexibly across Tameside and respond to the needs of young people at different stages of adolescence without unsuitable age groupings.

## Notice

The provider will successfully deliver short break groups within the Tameside Borough. This service is for children and young people (CYP) aged between 15 to 17 years and should have a PfA focus (as per section 2.1), working with CYP and families and using individual EHCP's to ensure outcome focused support is provided. For those young people aged 17y, the provider is expected to work with partners and key people in CYP's life to transition support into adult services. The grouping of these ages is dependent on what the provider can offer, but a consideration should be given to those CYP currently open to the CWD team (see section 1.2) and extremes of these ages should not be mixed. The service will be primarily for CYP who still have a maintained EHCP, who require 1:1 or 2:1 support for behavioural and / or personal care needs and / or safety and / or medical needs. The service should aim to promote CYP independence within the setting where possible and adopt a flexible approach to staffing, reducing individual CYP staffing ratios if safe to do so, and where agreed with commissioners and CWD Team.
