## Summary

University Hospital Southampton NHS Foundation Trust procured on-site clinical and surgical insourcing for Urology and Oral and Maxillofacial Surgery (OMFS) patients. The service uses clinical teams for weekend sessions to increase elective Referral to Treatment capacity, reduce backlogs and provide care in the Trust’s familiar acute hospital facilities in Southampton. This is a healthcare services requirement, classified as surgical hospital services. The work is focused on rapid, targeted interventions delivered within NHS acute hospital facilities rather than off-site treatment. It would suit providers able to supply appropriately qualified multidisciplinary clinical and surgical teams for both urological and OMFS activity, with the operational capability to work at weekends and support demand-led elective patient delivery.

The procurement is complete and has been awarded to 18 Week Support Limited. It used a direct award against the NHS SBS 10203 Insourcing of Clinical Services framework, through a procedure without prior publication of a call for competition, under the Health Care Services (Provider Selection Regime) Regulations 2023. The award covers one requirement and was evaluated on cost, with the framework criteria recorded as 100. The contract was signed on 14 August 2026 and runs from 15 August 2026 to 14 August 2028. It has an initial 12-week operational delivery period valued at £513,922.86 excluding VAT. The maximum potential value across the full 24-month period is £4,266,528.55 excluding VAT, with further activity subject to agreement and demand.

This award indicates demand from University Hospital Southampton NHS Foundation Trust for additional elective capacity in Urology and OMFS, delivered through weekend insourcing sessions in an acute hospital setting. A credible future competitor would need established access to clinical and surgical staff who can undertake rapid, targeted interventions across both specialties, together with the governance, workforce coordination and operational resilience required for NHS hospital delivery. Providers should be able to mobilise teams for episodic, demand-led activity, work within the Trust’s facilities and help reduce Referral to Treatment backlogs without disrupting routine services. Experience of NHS insourcing, framework-based healthcare procurement and Provider Selection Regime requirements would strengthen a supplier’s position when demonstrating suitability for this type of work.

## Notice

The service provides rapid, targeted on-site clinical and surgical interventions for Urology and OMFS patients. By deploying clinical teams over weekends, the Trust drastically reduces elective RTT (Referral to Treatment) backlogs and ensures patients receive care within their familiar local acute trust environment.
