## Summary

The London Borough of Camden is developing future customer identity and access management (CIAM) capabilities for its residents and service users. The work is expected to cover CIAM software and information systems, authentication and identity verification, passwordless authentication, identity federation and relevant standards, accessibility and digital inclusion, and integration with local government systems. It is a technology services and software integration requirement, including associated consultancy. Delivery is intended for Camden’s local government environment in London. The purpose is to support the Council’s CIAM strategy and future customer access capabilities, with potential consideration of implementation approaches and commercial delivery models as the requirement develops.

This procurement is at the planning stage and does not invite tenders or start a competition. Camden has completed preliminary market engagement, including desk-based research and discussions with a limited number of market participants, to understand available technologies, implementation approaches, commercial models and emerging practice. The Council expects any future procurement to be conducted separately under the applicable procurement arrangements. One planned lot covers the requirement. Its indicative contract period is 1 January 2027 to 31 December 2027. The published information records an intention to procure CIAM-related services, but does not set out a tender procedure, evaluation criteria, budget or supplier response deadline.

The work will suit suppliers specialising in customer identity and access management, authentication, identity verification and passwordless technologies, particularly those able to support identity federation and relevant standards. Strong candidates are likely to offer secure, accessible and inclusive digital access solutions, together with experience integrating identity services with local government systems. Relevant capability may include CIAM strategy, software implementation, systems integration, consultancy and support for different commercial delivery models. Suppliers should be prepared to explain technology options, implementation approaches and emerging market practice, as these are the areas Camden has explored. The Council has completed its preliminary engagement, so businesses should use this stage to prepare for a separately conducted future procurement rather than seek to bid now.
