## Summary

Defence Equipment and Support, part of the Ministry of Defence, is developing a sourcing strategy for the supply of weapons, ammunition, explosives and pyrotechnics, alongside related procurement consultancy and defence administration services. The requirement is intended to support the United Kingdom’s defence needs and delivery across the UK. The planned scope is a goods-led procurement with associated services, potentially covering a broad range of industrial capabilities and delivery models as requirements develop. The buyer is considering a segmented approach rather than a single undifferentiated requirement, so suppliers may need to assess which parts of the future programme match their products, technical expertise or advisory capability.

This procurement is at the planning stage: the buyer is reviewing its strategy and has not yet issued an invitation to tender. It may use multi-supplier frameworks, individual contracts, or a combination of both. The estimated value is £1.9 billion excluding VAT, or £2.28 billion including VAT. A future contract period is planned from 1 April 2028 to 31 March 2037. The buyer expects to communicate further information about the competition, framework structure, commercial arrangements and anticipated timelines by the first quarter of 2027. Market engagement has already taken place through an industry day, supplier interviews, bilateral discussions and a request for information. A further market update is scheduled by 31 March 2027.

The emerging requirement is likely to suit defence manufacturers, specialist suppliers of weapons, ammunition, explosives or pyrotechnics, and businesses providing procurement, programme or supply-chain support. It may also suit small and medium-sized enterprises, which the buyer has identified as suitable for the planned lot. Suppliers should be prepared to demonstrate relevant industrial capability, capacity to deliver over a long-term programme, resilience, innovation and workable delivery models. Experience of regulated defence supply chains, safety-critical products, secure operations and complex public-sector procurement is likely to be valuable. Organisations that can contribute to multi-supplier frameworks or individual contract solutions should use the planning period to understand where their capabilities fit and prepare evidence of capacity and performance.

## Notice

Market Update The Ministry of Defence (MOD) wishes to thank all organisations that participated in recent market engagement activities supporting the development of the future procurement strategy for this requirement. This engagement has included: * The Segmented Sourcing Strategy (SSS) Industry Day; * Follow-on supplier interviews and bilateral discussions; and * Responses received through the Request for Information (RFI) process. The quality and breadth of engagement have provided valuable insight into market capability, capacity, innovation potential, delivery models and approaches to supporting the requirement. Industry feedback has helped improve MOD's understanding of the available supplier landscape and will continue to inform future programme development. Procurement Strategy Having considered the information obtained through these activities, the MOD is reviewing its Procurement Strategies which may include Multi-Supplier Frameworks and individual contract solutions to enable an appropriate balance of flexibility, competition and resilience and accessing a broad range of industrial capability as requirements evolve over time for the delivery of this requirement. Next Steps MOD will now progress the detailed development of the procurement strategy, framework structure and associated commercial documentation. Further information regarding the competition, anticipated timelines and procurement arrangements will be communicated through the appropriate procurement channels no later than Q1 2027. Organisations are encouraged to continue monitoring relevant defence procurement portals for future announcements.
