## Summary

GA Trains Limited is procuring an operating lease for rolling stock: 20 Class 745 units and 38 Class 755 units, classified as rolling stock (CPV 34620000). The trains are intended for use on Greater Anglia routes covering rural, intercity and airport express services. The requirement concerns the provision of complete train fleets for passenger rail operations, rather than maintenance, staffing or infrastructure works. The buyer is GA Trains Limited, a public undertaking based in London. The selected supplier, Rock Rail East Anglia PLC, is also based in London and is identified as a small or medium-sized enterprise. The procurement is under the utilities regime and covers one completed lot.

The procurement has been completed through a direct award. The award was made to Rock Rail East Anglia PLC on 18 August 2026 for £767,405,664 gross. The contract period is from 18 October 2026 to 17 October 2036. A signature milestone is scheduled for 30 September 2026. The direct award was justified because technical compatibility requirements for Greater Anglia’s rural, intercity and airport express routes mean that only the selected supplier can provide the required fleet, with no reasonable alternative available. New stock could meet the specification but would take an estimated eight to ten years. The contract includes an option to modify Class 745/1 units by converting two coaches to first-class configuration, based on the Class 745/0 provision.

This award demonstrates substantial demand for leased passenger rolling stock that is technically compatible with Greater Anglia’s operating network. Suppliers seeking comparable work would need access to, or the ability to finance and provide, Class 745 and Class 755 fleets, together with the technical knowledge required to support their deployment across rural, intercity and airport express routes. Credibility would depend on demonstrating that the proposed trains integrate with the buyer’s existing operations and meet route-specific compatibility requirements. Relevant suppliers are likely to include rolling-stock leasing companies, fleet owners and rail-sector partners able to manage sizeable multi-class train portfolios. Experience configuring passenger accommodation, including first-class modifications, would also be commercially relevant.

## Notice

GA Trains Limited (GATL) intends to enter into an Operating Lease with the Supplier for the provision of 20nr Class 745 and 38nr Class 755 Rolling Stock Units for use on Greater Anglia routes.

### Procurement Information

The following conditions are met in relation to the public contract: (a) due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b) there are no reasonable alternatives to those goods, services or works The rural, intercity and airport express routes have explicit technical compatibility requirements. There are no other available fleets for cascade to GATL that meet the technical requirements. Additionally, new stock could be purchased to meet specifications; however, this is likely to require 8-10 years to complete. It is therefore assessed that no reasonable alternative exists.
