The sites have maximum capacities of 1,000kWAC and 450kWAC, and the supplier must optimise each installation for behind-the-meter use. The requirement covers solar energy installations, including engineering and design, procurement, construction, testing, commissioning and completion. It also includes Distribution Network Operator witnessing, testing and connection approval, support for Ofgem accreditation for Renewable Energy Guarantees of Origin, operation and maintenance, monthly and annual reporting, operational and emergency training, documentation, fencing and signage. Lot 1 is EPC supply and installation; Lot 2 is a funded, designed, built, owned, operated and maintained PPA model. Evaluation is 50% technical and 50% commercial, using pass/fail and weighted questions. Suppliers must be able to comply with water industry standards such as WIMES where assets are affected, manage DNO witnessing and approvals, and support Ofgem accreditation for Renewable Energy Guarantees of Origin. Lot 2 particularly suits organisations able to fund and own the installations, while Lot 1 suits firms delivering the EPC scope. The Supplier shall design and optimise the size of the PV installation for behind-the-meter and achieve an attractive payback period and NPV. The scope will be awarded be via either an EPC or PPA (Power Purchase Agreement) model, with only one to be awarded. Thames Water reserves the right to refine the award criteria.
