## Summary

Westminster City Council and the Royal Borough of Kensington & Chelsea are planning Learning Disability Community Support Services for adults with learning disabilities and/or autism in London. The proposed support is intended to promote independence, wellbeing, community participation, employment, volunteering and social inclusion. The services under consideration are a Westminster Enablement Hub and a Kensington & Chelsea moderate-to-complex community support service. The wider programme may contain up to three service elements, including a volunteering service, although the volunteering-focused element is outside this engagement exercise. This is a social care and community support requirement, covering day opportunities, enablement, welfare support, vocational rehabilitation, guidance and counselling. Providers would help shape the service specifications, contract structure, outcomes framework and performance measures.

This is preliminary market engagement at the planning stage, not an invitation to tender or pre-qualification process. The councils expect to use the Procurement Act 2023 Light Touch Regime and anticipate a future notice on 1 October 2026, with contracts expected to commence on 1 April 2027. The engagement questionnaire is due by 1 September 2026 at 23:59. The procurement is currently expected to use multiple service lots or contracts. Current assumptions include a Westminster Enablement Hub contract lasting two years with seven one-year extension options, up to 31 March 2036; the Kensington & Chelsea service is expected to last five years with two two-year extension options. The estimated value is £2,115,960 excluding VAT, or £2,539,152 including VAT.

The engagement should suit organisations delivering specialist community support, enablement, day opportunities or social care for adults with learning disabilities and/or autism. Providers with experience improving independence, wellbeing, community participation, social inclusion, employment or volunteering outcomes are likely to be well placed to contribute. The requirement may interest established care and support providers, vocational rehabilitation specialists, counselling and guidance organisations, charities, voluntary and community groups, social enterprises, and partnerships combining these capabilities. The proposed Westminster lot is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Interested organisations can use the engagement stage to comment on the future specification, contract structure, procurement approach, outcomes framework and key performance indicators, helping them prepare for the later competition.

## Notice

The Royal Borough of Kensington and Chelsea (RBKC) and Westminster City Council (WCC) are undertaking preliminary market engagement in relation to the future procurement of Learning Disability Community Support Services. The Councils are seeking feedback from providers and other interested organisations to inform the development of service specifications, contract structure, procurement approach, outcomes framework and key performance indicators. The proposed services are intended to support adults with learning disabilities and/or autism to maximise independence, wellbeing, community participation, employment and volunteering opportunities, and social inclusion. The Councils are currently considering procuring: (1) An Enablement Hub Service for WCC. (2) A Moderate-to-Complex Community Support Service for RBKC. The wider programme may comprise up to three service elements. Market engagement for the volunteering-focused element has already been completed and is therefore excluded from the scope of this engagement. Feedback is currently being sought only in relation to the services described in this notice. The procurement is anticipated to be undertaken under the Procurement Act 2023 Light Touch Regime, with contract commencement anticipated from April 2027. The Councils are currently considering the procurement of multiple service lots/contracts. Contract durations may differ between lots to align with service requirements, funding arrangements and commissioning objectives. Current assumptions are: * Lot 1 (WCC Enablement Hub): 2 years plus seven optionals extension of 1 year (maximum 9 years). * Lot 2 (RBKC Moderate-to-Complex Community Support): 5 years plus two optional extensions of 2 years (maximum 9 years). * Lot 3 (Volunteering Service): 2 years plus one optional extension of 1 year (maximum 3 years). This engagement exercise does not constitute a call for competition, commitment to procure, or pre-qualification process. Participation is entirely voluntary and will not confer any advantage or disadvantage in any future procurement.
