## Summary

The Ministry of Justice procured employability support for people on probation in South Central England, as a probation-related service. The purpose is to help people with convictions move into sustained employment and to encourage regional employers to consider applicants with criminal convictions. The service involves communicating with and assisting referred or signposted people on probation, including employment guidance, CV preparation, online applications, portal registration and interview advice. It also includes employer engagement, encouraging employers to review applications from people on probation, monitoring progress and producing activity analysis reports. The provider meets clients face to face in Reading and supports people elsewhere through Microsoft Teams, while working with employers offering regional vacancies.

The procurement is complete and the contract was awarded to PEOPLEPLUS GROUP LIMITED. It was a direct award below the applicable threshold, without competition, under the light-touch regime. The contract was signed on 17 August 2026 and runs from 17 August 2026 to 31 March 2027, with a stated six-month service period. Its value is £12,000 including tax. The requirement is recorded as one completed lot. The service targets meetings and interviews with 20 people on probation each month and engagement with three to five client employers. The award covers probation services and is recorded as active, with the Ministry of Justice as the buyer.

This requirement demonstrates demand for a provider able to deliver practical employment support to people on probation and to work sensitively with people who have convictions. A credible competitor for a future requirement would need staff experienced in employability coaching, including CV preparation, online applications, digital portals and interview preparation, alongside the ability to communicate with referred clients and track their progress. It would also need employer-engagement capability: identifying regional vacancies, persuading employers to consider applicants with convictions and supporting the matching process. Delivery requires face-to-face coverage in Reading, remote provision through Microsoft Teams elsewhere in South Central England, regular activity monitoring and clear analytical reporting.
