## Summary

West London Waste Authority procured services to accept, process and dispose of rubble, hardcore and soil arising from household reuse and recycling centres across Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond. The material is collected in designated containers at six centres and delivered to the contractor’s processing facility, either by the authority’s haulage contractor or, for Space Waye in Hounslow, by the centre’s own vehicle. The contractor is responsible for processing the material, arranging onward treatment and transport to end markets or users, and achieving zero waste to landfill. The requirement is a waste treatment and recycling service, classified under CPV 90513000 and 90514000, for material arising across the West London administrative area.

The procurement has been awarded to Quattro UK Limited, with West London Waste Authority as buyer and contracting authority. The award is active and the contract was signed on 18 August 2026. The contract value is £810,000 in total, while the procurement description estimates £750,000 to £810,000 excluding annual indexation and subject to tonnages processed. The contract term runs from 12 September 2026 to 11 September 2028, with an option for one further 12-month extension, forming a 2+1 term. Approximately 5,300 tonnes of material are expected each year. The procedure was a limited award without a prior call for competition, through a dynamic purchasing system mini-competition. Three bids were received and evaluation weighted quality at 30% and price at 70%.

This award demonstrates recurring public-sector demand for construction and excavation-type waste processing across six West London boroughs, at a throughput of roughly 5,300 tonnes a year. Suppliers seeking similar work would need a suitable processing facility able to accept segregated rubble, hardcore and soil, together with reliable arrangements for onward treatment, transport and end-market recovery. Credible operators would also need to demonstrate zero-waste-to-landfill performance, effective contamination control and the capacity to manage material delivered through both outsourced and authority-operated haulage. The authority’s stated priorities point to the importance of continuous improvement, safe working, improved quality of recovered materials, operational efficiency and carbon reduction. Experience operating within a dynamic purchasing system and competing on both price and quality would also be commercially relevant.

### Lot Information

Lot 1

WLWA is tendering on behalf of the six London Boroughs (Brent, Ealing, Harrow, Hillingdon, Hounslow and Richmond) for a Rubble, Hardcore and Soil processing Contract, commencing on Saturday 12th September 2026. The Contract will be between WLWA and the successful bidder only, with WLWA acting for and on behalf of the Boroughs. The Contract Material will arise within the West London administrative area, predominantly from the six Household Reuse and Recycling Centres (HRRCs) as listed in Annex 2 - Specification. Each HRRC has a designated 20 cubic yard or 40 cubic yard container for residents and small traders to segregate and dispose of their Rubble, Hardcore and Soil material, with a number of sites covering the container to control potential contamination entering the waste stream. When these designated containers are full, five of the HRRCs contact the WLWA procured Roll On - Roll Off (RoRo) haulage contractor to collect the full container, and replace with an empty container. The full container will then be delivered to the Contractors Processing Facility for treatment and onward disposal. One of the HRRCs (Space Waye - London Borough of Hounslow) operates it's own RoRo vehicle, and as such, would deliver the Contract Material to the Processing Facility using their own haulage arrangements. The Contractor will be responsible for: * The acceptance and processing of Rubble, Hardcore and Soil material delivered to the Contractors Processing Facility; * Any onward treatment and transport of the processed Contract Material to the end markets/users; * Ensuring Zero Waste to Landfill for the Contract Material delivered to the Processing Facility Contract Material shall be Rubble, Hardcore and Soil materials arising within the West London Administrative Area, delivered to the Contractors Processing Facility. The current quantities of Contract Materials are stipulated in Annex 2 - Specification for each of the HRRCs where the material will predominantly arise, and will be approximately 5,300 tonnes per annum.

Options: The term shall commence on Saturday 12th September 2026 and will continue until Monday 11th September 2028 with an option to extend by one period of 12 months subject to satisfactory performance and mutual agreement by both parties. For absolute clarity, the contract is formed as a 2+1 term.
