## Summary

Newark and Sherwood District Council is seeking one service provider for the sale, disposal, haulage and reprocessing of mixed glass packaging collected through its kerbside, commercial and bring-bank recycling services. The Council’s recycling teams will deliver the glass to its waste transfer station at the Lorry Park on Great North Road, Newark, Nottinghamshire. The provider must transport the glass from the transfer station to its own reprocessing facility and sell the sorted material into reprocessing markets. This is a waste recycling service, classified under CPV 90514000. The arrangement is intended to maximise income for the Council from the collected glass, with the Council granting the provider exclusivity for all kerbside and bring-bank glass it collects.

The procurement has reached tender: the Council invited offers through a below-threshold open competition for a concession contract, with electronic submission allowed through the EastMidsTenders portal. Enquiries were due by 5pm on 8 September 2026 and tenders by noon on 15 September 2026. The anticipated contract starts on 2 November 2026 and runs initially for two years, ending on 31 October 2028, with an extension option to 31 October 2030 subject to satisfactory performance and annual Council review. The estimated value is £820,000 excluding VAT, or £984,000 including VAT. There is one lot. Tenders are evaluated on price, weighted at 60%, and quality, weighted at 40%.

This opportunity suits waste management, glass recycling, materials recovery and reprocessing operators able to provide an end-to-end service. The successful provider needs haulage capacity to move collected glass from Newark’s transfer station and a suitable reprocessing facility capable of handling mixed glass containers and selling the resulting sorted material into recycling markets. The provider and reprocessor must hold the appropriate waste-carrier, handling and operational licences and comply with current and amended legislation. The Council indicates approximately 2,200 tonnes of separately collected glass containers annually, including commercial and bring-bank material, but this is guidance only and no minimum tonnage is guaranteed. The opportunity is identified as suitable for SMEs and voluntary, community or social enterprises.

## Notice

The Council wishes to invite tenders from suitably qualified operators under concessions contract for the supply of services in respect of kerbside glass recycling service that is collected by Newark and Sherwood District Council recycling teams and brought to a waste transfer station. The Council wish to appoint one Service Provider to manage the sale/disposal of the recycling products it collects. This will cover the sale of sorted recycling material into the reprocessing markets. A Service Provider is required to provide haulage of the glass from the transfer station to their reprocessing facility for recycling. The services are; the collection and recycling of mixed glass (EWC 20 01 02) from Newark and Sherwood District Council Lorry Park, Great North Road, Newark, Nottinghamshire (Waste Transfer Station EPR/LP3222SD). Please note that the Council is currently applying for a variation of the Environmental permit to record the glass stored at the Transfer Station using the EWC Code of 15 01 07 (glass packaging). Through the purchase of the glass the Council wish to establish a mutually beneficial financial arrangement with a Service Provider that will maximise revenue (income) for the Council. The Council estimate an annual tonnage of approximately 2,200 tonnes of separately collected glass containers (kerbside collections, including commercial glass and bring bank collections). This figure is for guidance only and no minimum level of tonnage is guaranteed for this contract. However, the Council shall guarantee exclusivity to all kerbside and bring bank glass collected by the Council. The Service Provider must hold appropriate licences, be compliant with all current or amended legislation as is necessary to carry and handle the waste. It is a further requirement that the re-processor shall carry the necessary licenses and operate in accordance with current or amended legislation. It is anticipated the contract start date to be 2nd November 2026. The contract shall be for an initial period of 2 years, with an option to extend for a further 2 years, subject to satisfactory performance.
