## Summary

Northumbrian Water Limited is exploring a future Commercial Services framework for Northumbrian Water and Essex & Suffolk Water. The services would support AMP8 and AMP9 delivery, including the Living Water Enterprise, Integrated Delivery Services and Major Projects. Potential scope includes NEC contract management, cost and value management, commercial assurance, risk management, programme support, specialist advisory services and cost intelligence. Suppliers may provide commercial, contract management and project support at strategic and project level, with flexible and scalable resourcing across both regions. The work is classified as commercial and construction consultancy and consultative engineering services. It will support collaborative delivery environments across the North East and East of England, and is intended to complement or replace an existing strategic commercial partner framework.

This procurement is at planning and is currently market engagement ahead of a possible future procurement; it is not an invitation to tender. Northumbrian Water expects to use a framework agreement, but is still considering whether to extend the existing framework, run an open-market competition, or use both approaches. The estimated value is £100 million excluding VAT, or £120 million including VAT. The planned lot is suitable for small and medium-sized enterprises. The anticipated contract period is 1 June 2027 to 31 May 2030, with a possible extension to 31 May 2035. Suppliers were expected to express interest in the questionnaire by 25 August 2026 at midday, with questionnaire responses expected by 4 September 2026 at 5pm. Engagement feedback will shape the future scope, delivery model and procurement strategy.

The engagement is intended for organisations able to provide commercial, project delivery, contract management, infrastructure or specialist advisory capability. It should suit suppliers of all sizes, including smaller businesses and organisations without large established delivery teams. Relevant strengths include NEC contract management, cost and value management, commercial assurance, risk management, programme support, cost intelligence and resource mobilisation. Water-sector experience is not essential if a supplier can demonstrate transferable skills, understand the operating environment and work effectively in collaborative delivery settings. Suppliers with innovative approaches to scaling teams across strategic and project-level requirements may be well placed when a formal procurement is developed. The buyer is seeking evidence of capability, capacity, similar experience and ways to add value, so interested organisations should prepare clear examples and a credible resourcing model.

## Notice

Northumbrian Water Group (NWG) is approaching the first breakpoint in the existing Strategic Commercial Partner (FA07-02B) framework. The framework has been in place since 1st April 2023, for an initial period of 4 years. NWG are reviewing options going forwards from 1st April 2027. As part of the framework review, NWG are seeking to gauge market interest from external suppliers. NWG are interested in understanding wider market capacity and capability to provide commercial, contract management and project support services across Northumbrian Water and Essex & Suffolk Water. The services are required to support AMP8 and AMP9 delivery, including the Living Water Enterprise, Integrated Delivery Services and Major Projects. The scope may include (but not limited to) NEC contract management, cost and value management, commercial assurance, risk management, programme support, specialist advisory support and cost intelligence support. Suppliers are expected to offer flexible, scalable resourcing solutions that can support both strategic and project-level delivery to meet programme demands across both regions. NWG welcomes interest from organisations of all sizes, including suppliers who may not currently operate within the water sector or who do not have large established delivery teams. NWG are keen to hear from organisations that can demonstrate strong commercial, project delivery or infrastructure experience, innovative approaches to resource mobilisation, and the capability to integrate effectively within collaborative delivery environments. Sector-specific experience is not considered essential where suppliers can evidence transferable skills, capability and a commitment to understanding our operating environment. This market engagement exercise is intended to assess market appetite, capability and capacity ahead of a potential procurement. Feedback will help shape the future scope, delivery model and procurement strategy, and no commitment is being made to proceed with a formal tender at this stage.

### Planning Information

General Information:
• It is mandatory for any interested suppliers to register on the new CENTRAL DIGITAL PLATFORM which is part of the enhanced Find a Tender Service (Procurement Act 2023).
• NWG welcomes interest from all suitable suppliers
• Suppliers may have expertise in any of the described scope areas
Aims of Market Engagement:
• Understand current market conditions and appetite for providing services of this nature
• Understand supplier's capability and capacity to provide services of this nature
• Understand and develop the framework/procurement strategy. This may include extending existing framework with current partners, or open market competition, or both
• Reviewing how work could be allocated within framework to deliver best value
• Seeking feedback from the market to understand how NWG can be an attractive client, ensuring the procurement process is proportionate to the size and complexity of the services required
Market Engagement Process:
• Initial Conditions of Participation to exclude any suppliers who are on Debarment List or are not registered on Central Digital Platform
• Completion of supplier questionnaire via Microsoft Forms requesting information on supplier capabilities, previous experience of a similar nature, how suppliers can add value to the market engagement process
• NWG will review questionnaire returns and incorporate feedback into framework / procurement strategy. NWG reserve the right to select suitable suppliers for further engagement sessions if required. 
• Upon completion of market engagement, the Client will develop a strategy for the Commercial Services framework. If this results in an open market competition, any material shared during the engagement process will be included within the tender documents
Call to Action:
Expressions of interest to complete the questionnaire must be sent to the e-mail address amp8procurement@nwl.co.uk before the deadline date of 25/08/2026 at Midday. Once the expression of interest window has closed, a link to the questionnaire will be sent to the email address you provided.
The deadline for completing the questionnaire is 04/09/2026 at 5pm.
