## Summary

Transport for Greater Manchester is procuring a single turnkey service for access control across 12 Bee Network cycle hub sites throughout Greater Manchester. The requirement covers door access control hardware and software, ongoing technical support, system updates and upgrades, and repair or replacement of complete door units where repair is unsuitable. Suppliers may reuse the existing Netgenium AL370x IP controllers and HID readers where appropriate, with upgrades, or replace some or all equipment with alternatives that meet the requirements. The procurement has reached tender: TfGM invited offers through an open procedure. Bids were to be submitted electronically in English through Pro-Contract/The Chest, with the enquiry deadline set for 4 September 2026 at 17:00 and the tender deadline for 23 September 2026 at 15:00. The initial contract period runs from 16 November 2026 to 15 November 2029, with extensions of up to two further one-year periods, potentially ending on 15 November 2031. The estimated value is £525,000 excluding VAT (£630,000 including VAT). There is one lot, with scope to add sites and continue the same service under stated options. Evaluation is weighted 50% quality, 10% social value and 40% price and commercial. The anticipated award decision date is 21 October 2026.

This opportunity suits access-control specialists able to deliver a complete hardware, software and support service rather than a standalone equipment supply. Strong candidates will be able to assess existing Netgenium AL370x controllers and HID readers, decide whether reuse, upgrades or replacement provides the best operational outcome, and take responsibility for all technology deployed during the contract. They will also need capability in door access-control installation, fault diagnosis, repairs and full door-unit replacement. The requirement can be delivered directly or through a suitable subcontractor, but the lead supplier must manage and remain responsible for that subcontractor. The single-provider model favours businesses with sufficient technical breadth, service-management capacity and experience supporting multiple sites, including rapid emergency response and reliable system maintenance.

## Notice

TfGM is looking to establish a new contract for a single Tenderer to provide door access control hardware and software, along with accompanying support and to provide repairs / replacements to the full door unit (should replacement rather than repair be required). There are 12 sites currently included within this contract. The sites are spread across the entirety of the Greater Manchester region. The current door access equipment that is in place are the Netgenium AL370x IP controllers and HID readers; Tenderers are able to reuse this existing on-site equipment where appropriate, with any necessary upgrades OR Tenderers will need to replace some or all of the required equipment with hardware of their choice. Tenderers will need to consider which method drives efficiency/savings/best aligns with TfGM's requirements and/ or desired outcomes. From the start and during the contract term, the Tenderer will be responsible for any required updating or upgrading of the system that they employ. The Tenderer must be able to provide BOTH of the services themselves or via a suitable subcontractor that they will manage and be responsible for during the contract term. This is a 3+1+1 term contract, leading to a potential 5-year contract duration. The new contract will mobilise in late 2026 / early 2027, when the current contract is due to expire. the new contract may comment scenarios document). Lot 1

Options: The right to add additional sites to the contract while the contract is valid for the same service. The right to directly award a new contract to the chosen Tenderer at the end of the final extension period for this same services. This will be enacted to allow for the continuation of the service providing the existing supplier has provided the required service to the required levels, during this contract period. TfGM reserves the right to use Schedule 5 paragraph 8 of Procurement Act 2023 to do this.

Renewal: The initial contract term will be three years. TfGM reserves the right to extend the contract by up to two additional periods of one year each (3 + 1 + 1), subject to satisfactory performance, continued business need and ongoing value for money. Any extension will be at the sole discretion of TfGM and on the same terms and conditions as the original contract.
