In stage 1 - Preliminary Selection Questionnaire (PSQ) The procurement will commence with the publication of a Tender Notice and Preliminary Selection Questionnaire (PSQ). Suppliers will be required to demonstrate compliance with the Authority's mandatory requirements, including legal, financial, technical and organisational criteria. The PSQ will be assessed on a pass/fail basis, and any supplier that fails one or more PSQ question will be automatically excluded from the procurement process. Only suppliers that successfully pass all the PSQ questions will progress to the next stage. Stage 2 - Invitation to Tender (ITT) Suppliers that pass the PSQ stage will be invited to submit a full tender response. Tenders will be evaluated against the published award criteria, including quality and Price considerations. Following evaluation of the written tenders, suppliers will be ranked according to their total evaluated scores. Stage 3 - Presentation and Clarification Suppliers whose total evaluated tender score is within 10 marks of the highest-scoring bidder will be invited to participate in a presentation and clarification stage. Suppliers will be required to present a scenario-based case to demonstrate the ability to deliver complex recommendations in simple easy to understand language and respond to questions from the evaluation panel. Stage 4 - Final Evaluation, Moderation and Contract Award Following the presentation stage, the Authority will undertake a final evaluation and moderation exercise, taking into account both the written tender submissions and presentation outcomes in accordance with the published evaluation methodology. Final scores will be agreed through moderation, and the contract will be awarded to the supplier submitting the Most Advantageous Tender (MAT), representing the best overall combination of quality and commercial value.
