## Summary

The General Dental Council is procuring a specialist digital transformation partner to support organisational and service change across its operations in the United Kingdom. The work covers identifying and assessing digital transformation opportunities; developing requirements for digital capability, culture and the operating model; and reviewing, refining and gap-testing the draft Digital and IT Sub-Strategy. The wider transformation agenda includes digital capability, service design, user-centred design, digital maturity, technology modernisation, cloud migration, Microsoft Copilot governance, a digital academy, omni-channel services and vulnerability remediation. This is a professional services requirement spanning technology strategy, systems consultancy, information technology requirements review, project management consultancy and business development consultancy. The partner will help prioritise opportunities, strengthen internal capability and improve internal and external user experience for the UK healthcare regulator.

The procurement has reached tender: the GDC invited full offers from suppliers that passed the preliminary selection stage, using a multi-stage Competitive Flexible Procedure. Enquiries closed on 4 September 2026 at 11:00, and expressions of interest were due by 14 September 2026 at 11:00. The single contract is planned for 1 February to 31 May 2027. Its estimated value is £200,000 excluding VAT, or £240,000 including VAT. Electronic submission is allowed in English. Evaluation comprises 65% quality, 30% fixed price and 5% rate card. Economic and technical selection requirements are detailed in the PSQ. Written tenders may be followed by presentations and clarifications for suppliers within 10 marks of the highest score, with award to the Most Advantageous Tender. Award is scheduled for 18 January 2027.

This opportunity suits digital transformation consultancies, technology strategy advisers and systems or project management specialists able to work with a public-sector healthcare regulator. Relevant suppliers should be able to assess complex transformation opportunities, establish priorities, shape digital capability and operating-model requirements, and review technology strategies through structured gap analysis. The requirement favours teams that can combine strategic advice with practical understanding of cloud migration, technology modernisation, digital services, user-centred design, omni-channel delivery, Microsoft Copilot governance and cyber vulnerability remediation. Suppliers will need the legal, financial, technical and organisational standing required at the preliminary selection stage, together with the capacity to deliver specialist recommendations and build internal capability. Presentation skills are important: shortlisted bidders must explain complex recommendations clearly in a scenario-based case and answer evaluation-panel questions. Small and medium-sized enterprises are identified as suitable participants.
