The opportunity concerns redevelopment of two prominent gap sites at Albert Cross in Glasgow’s historic East Pollokshields Conservation Area. The sites were formerly occupied by B-listed tenement blocks lost to fires in 2019 and 2020. Participants are invited to develop design proposals for both sites as part of a shared vision for the cross. The winning proposal may lead, subject to approvals and site acquisition, to a design services contract for developing a full planning application for one or both sites. The work covers architectural, engineering and planning services, including design consultancy and architectural services for buildings. The procurement has reached tender: Glasgow City Council has invited offers by electronic submission using a selective restricted procedure. It is a two-stage design contest, with anonymous judging at both stages. Stage 1 submissions must be received by 21 September 2026 at 12:00 British Summer Time. Three participants will be shortlisted for Stage 2, where more detailed proposals, a cost plan and a named design team are required. Evaluation covers design quality and innovation, heritage sensitivity, sustainability, community benefit and deliverability; Stage 2 also evaluates the cost plan. Each shortlisted Stage 2 participant receives £10,000 after submitting a valid submission and invoice. The jury’s decision is binding, and a follow-up design services contract may be awarded. This opportunity suits architectural practices able to produce thoughtful, context-sensitive proposals for prominent urban sites in a conservation area. Eligible practices must be RIAS chartered and within the GIA Glasgow chapter, with a lead architect registered with ARB. Competitors should be able to demonstrate architectural creativity, heritage awareness, sustainable and resilient design, community value, planning understanding, practical deliverability and cost control. Shortlisted teams must develop their proposals to the level of an early RIBA Plan of Work 2020 Stage 3, or an advanced Stage 2, and provide a cost plan and named design team. Participants must commit to obtaining the required insurance cover, including employers’ liability, public and products liability, and professional indemnity insurance, if shortlisted or awarded follow-on work. ## Notice Glasgow City Council (GCC) is initiating a landmark architectural design contest to redevelop two prominent gap sites at Albert Cross, situated within the historic East Pollokshields Conservation Area. These sites were formerly occupied by B-listed tenement blocks, which were tragically lost to fires in 2019 and 2020. The Design Contest is a call for architects to submit design proposals for both sites as part shared vision for the cross. The contest will be run as a 2 stage process, commencing with the submission of an initial diagrammatic conceptual design which will be judged anonymously by the judging panel. From this a shortlist of 3 entrants will be invited to develop their ideas further to the Stage 2 submission with Cost Plan and named design team, from which an outright winner will then be selected. The depth and complexity of the Stage 2 submission information included should be in line with RIBA Plan of Work 2020 for an "early" Stage 3: Spatial Coordination (or for an "advanced" Stage 2: Concept Design) It is envisaged that, subject to approvals and acquisition of the sites, the winner may be awarded a Design Services Contract to further their design proposal into a full planning application for one or both sites, at Council's sole discretion. It is our intention to publish all documents relating to the Design Contest on Public Contract Scotland Tendering on Friday 21 August 2026.
