## Summary

North Yorkshire Council is planning an eight-year Thriving in Care Homes framework for adult social care providers in North Yorkshire. The services will cover residential nursing and social care for people with a range of needs. Lot 1 is divided into Standard Care for stable needs, Enhanced Care for more complex or fluctuating needs, and Frailty and Dementia for highly complex or specialist needs requiring intensive intervention. Lot 2 is for specialist support for people with profound and multiple disabilities, including people with learning disabilities, autism, mental health or physical disabilities, sensory impairments, and acquired brain injury. This will suit care home operators, residential nursing providers and specialist adult social care organisations preparing to participate when the framework reaches the market. Relevant capability includes delivering planned care for stable needs, responsive care for complex or changing needs, and intensive support for frailty and dementia. Specialist providers supporting people with profound and multiple disabilities may fit Lot 2, particularly those experienced in learning disabilities, autism, mental health, physical disabilities, sensory impairments or acquired brain injury. The council has indicated that small and medium-sized enterprises and voluntary, community and social enterprises are suitable participants. Providers should use the planning and engagement period to assess which care tiers match their expertise, staffing and service model.

## Notice

North Yorkshire Council (the Authority) is requesting information from suppliers to help determine the scope and feasibility of its requirement and to assist with drafting a future tender specification for the Thriving in Care Homes Framework. The Authority is looking to set up an open framework for a total duration of 8 years . There will be no limit to the number of suppliers that will be appointed to the framework. The framework will be split into two Lots. Lot 1 will cover the following service levels (tiers): * Tier 1 - Standard Care - For providers supporting people whose needs are generally stable and can be met through planned, consistent care delivery, without the need for intensive specialist intervention. * Tier 2 - Enhanced Care - For providers able to support people with more complex and fluctuating needs requiring frequent monitoring and responsive intervention to manage risk, distress, and deterioration. * Tier 3 - Frailty and Dementia (complex/specialist) - For providers able to support people whose needs are highly complex, unstable or associated with significant risk and require intensive specialist intervention, and often sustained intervention to maintain safety and stability Lot 2 - Specialist, is for providers that are able to support people with people with profound and multiple disabilities, in particular, people who may have learning disabilities, autism, mental health, physical disabilities, sensory impairments and/or acquired brain injury. The value within the notice has been published as PS0, as the service is demand based it is not yet known what the maximum framework value will be.
