## Summary

Newcastle City Council intends to procure external construction contractors to support its in-house Repairs & Maintenance Services team with property adaptations in Newcastle upon Tyne. The work is divided into two areas: DDA bathroom adaptations, including supply and fitting of accessible bathroom refurbishments for capital-funded projects; and minor aids and adaptations, including external handrails, grab rails, access steps, drop-down rails, tap replacements and toilet seats. The appointed contractor for the bathroom work will act as principal contractor under the Construction (Design and Management) Regulations 2015 and will report to the council’s Repairs & Maintenance Services department for performance and invoicing. This is construction and specialist building work, classified under CPV 45211310, bathrooms construction work.

This procurement is at the planning stage: the council has stated an intention to procure and has not yet invited tenders. It expects to use a below-threshold open competition to establish a framework agreement. The published estimated value is £4,000,000 excluding VAT, or £4,800,000 including VAT. The planned contract period is 2 November 2026 to 1 May 2028, with an option to renew or extend to 1 May 2030. The requirement is planned as two lots, with the DDA adaptations lot identified as suitable for small and medium-sized enterprises. A tender notice is expected when the procurement progresses, and the council may issue a separate market engagement notice if it seeks early supplier input.

This will suit construction contractors with skilled tradespeople experienced in accessible bathroom refurbishment, minor adaptations and the supply and installation of household or external mobility aids. Relevant capability includes fitting grab rails, handrails, access steps, drop-down rails, replacement taps and accessible toilet equipment, alongside broader bathroom refurbishment and building works. Suppliers pursuing the bathroom adaptations work should be prepared to take principal-contractor responsibility under CDM 2015, including the associated coordination, health and safety and delivery obligations. The framework approach may suit established contractors and smaller firms able to provide reliable installation capacity and work with the council’s in-house Repairs & Maintenance Services team. Businesses should prepare evidence of comparable adaptation, refurbishment and construction experience before the procurement reaches the tender stage.
