## Summary

Worcestershire County Council is planning a furnished accommodation service for vulnerable young adults and families who have No Recourse to Public Funds. The service will support unaccompanied asylum-seeking children before their Leave to Remain status is decided, and families with children under 18 who have unsettled status. The requirement covers furnished two- or three-bedroom properties for up to 18 young adults and/or six families, with accommodation split across Worcester City, Redditch and Kidderminster. Properties should be close to good transport links, schools, colleges and other community services. This is a housing, accommodation and letting service, and suppliers may be able to provide accommodation in one or more of the three areas.

The procurement is at the planning stage: the Council has stated an intention to procure and has not yet invited tenders. It is seeking preliminary market feedback through a questionnaire, expected by 4 September 2026. The Council expects to publish the next notice by 5 October 2026. The planned service is divided into three lots covering Worcester City, Redditch and Kidderminster, allowing suppliers to pursue one or more areas. The estimated total value is £1,704,504 including tax. The planned contract period is 1 April 2027 to 31 March 2032, as set out for the Worcester City lot. The procurement is an above-threshold service under the light-touch regime.

This will suit landlords, accommodation providers, letting agents, housing associations and specialist providers able to source, furnish and manage two- or three-bedroom homes in Worcestershire. Suppliers should be prepared to offer several properties across Worcester City, Redditch or Kidderminster and to accommodate vulnerable young adults, families and children safely. Relevant strengths include access to suitable housing stock, property management, tenancy or occupancy administration, responsive maintenance and the ability to work with the Council around residents’ practical support needs. Providers with established local networks, knowledge of transport, education and community facilities, and experience supporting people with asylum, immigration or welfare-related needs are likely to be well placed. The market engagement is an opportunity to explain available capacity and delivery models before the procurement reaches tender.

## Notice

Prior to a Leave to Remain (LTR) status being determined, Unaccompanied Asylum-Seeking Children (UASC) have No Recourse to Public Funds (NRPF) with all practical and financial support being provided by the Council, including accommodation. This also applies to NRPF families with children under 18 who have unsettled status The service specification outlines the requirements for 2 or 3 bedroom furnished accommodation for this cohort of vulnerable young adults and families with children under 18 years of age The Council are seeking to identify a service provider(s) to provide furnished accommodation for up to 18 young adults, and/or 6 families with varying ages of children, which will be split across districts, close to good transport links, schools and colleges, and other community services. The service will be split into the following lots, enabling service providers to bid for one or more lots; a) Lot 1 - Worcester City, b) Lot 2 - Redditch, c) Lot 3 - Kidderminster.

Worcestershire County Council (WCC) are seeking to identify whether there are suppliers able to provide furnished accommodation for either families with No Recourse to Public Funds (NRPF) or Care Leavers (some who may have NRPF) in Worcester City, Kidderminster and Redditch Districts. WCC would look to block book up to 6 properties in the above areas for this cohort of people.
