## Summary

Portsmouth City Council is procuring education and training services for the Solent Skills Bootcamp Framework, reopening it to add Construction 3 and Construction 4. Providers will develop and deliver employer-linked Skills Bootcamps under the Skills for Life Programme across the Solent. Construction 3 covers Level 2 training for new entrants and junior construction roles, including plant operation, groundworks, utilities, plastering, plumbing, scaffolding, tiling or another evidenced shortage area. Construction 4 covers Level 3 training for construction management, supervision, construction project management, NEBOSH management in construction health and safety, or another shortage area. Delivery must support relevant CSCS certification, with Construction 3 also including Level 1 Health and Safety in a Construction Environment and CSCS Green Card support.

The procurement has reached tender: Portsmouth City Council invited offers through an accelerated open procedure under the light-touch regime. Electronic submission is allowed, and bids must be in English. Questions may be submitted until 4 September 2026 at 23:59; the tender deadline is 13 September 2026 at 23:59. The planned award decision date is 17 September 2026, with contracts scheduled from 21 September 2026 to 30 June 2033. The total gross estimated value is £288,000, comprising £198,000 for Construction 3 and £90,000 for Construction 4. Construction 3 will support two separate call-off contracts for different trades or skills areas. Both lots are evaluated entirely on quality assessment questions, weighted at 100%.

This opportunity suits training providers with proven construction-sector expertise, employer relationships and the capacity to design and deliver programmes of at least 60 guided learning hours within a maximum 16-week delivery period. Construction 3 requires capability to prepare new entrants for junior roles, provide Level 1 construction health and safety training, arrange CSCS Green Card tests and applications, and support necessary resits, agency engagement and HMRC Construction Industry Scheme requirements. Construction 4 requires Level 3 delivery and the ability to support learners towards the appropriate CSCS card. Providers should demonstrate local demand for their chosen subject, employer engagement and guaranteed interviews for unemployed or independent learners. Both lots are suitable for small and medium-sized enterprises.

## Notice

Portsmouth City Council is reopening the Skills Bootcamp Framework for the purposes of including new Lots 24 & 25 This is an opportunity to deliver Skills Bootcamp training across the Solent as part of a series of skills interventions under the Skills for Life Programme. The Council is seeking suitably qualified and experienced training providers to develop in partnership with employers, and deliver Skills Bootcamps at Level 2 to level 5 in: 24 - Construction 3 - Minimum of 60 GLH, up to a maximum of 16 weeks of delivery (expected minimum duration would be between 2-4 weeks). These Skills Bootcamps are to be delivered at a minimum of Level 2. We would like these Skills Bootcamps to focus on re-skilling and upskilling to provide new entrants into the Construction Sector into Junior roles. All Skills Bootcamps should include the Level 1 Health & Safety in Construction Environment and the CSCS Green Card, including booking the test and applying for the card on the learner's behalf (Including any necessary re-sits to enable learners to achieve). Training to support these individuals to engage with Construction Agencies and also work within the HMRC Construction Industry Scheme. The content of the course should cover one of, as a guide only, roles such as Plant Operator, Groundworks, Utilities, Plastering, Plumbing, Scaffolding, Tiling or another trade where skills shortages can be identified. 25 - Construction 4 - Minimum of 60 GLH, over a maximum of 16 weeks of delivery at a minimum of Level 3. We would like these Skills Bootcamps to focus on re-skilling and upskilling to roles within the Construction Sector. The delivery provider will ensure that, where appropriate to the learner's intended role and progression pathway, learners are supported to obtain the correct Construction Skills Certification Scheme (CSCS) card. The content of the course should cover one of, as a guide only, Construction Management, Construction Supervisor, Project Management for Construction, NEBOSH Management in Construction Health & Safety or another area where skills shortages can be identified. The appointment of suppliers onto the framework for future opportunities and the mini-competitions for Wave 7 awards will be run concurrently.

### Lot Information

Construction 3

Minimum of 60 GLH, up to a maximum of 16 weeks of delivery (expected minimum duration would be between 2-4 weeks). These Skills Bootcamps are to be delivered at a minimum of Level 2. We would like these Skills Bootcamps to focus on re-skilling and upskilling to provide new entrants into the Construction Sector into Junior roles. All Skills Bootcamps should include the Level 1 Health & Safety in Construction Environment and the CSCS Green Card, including booking the test and applying for the card on the learner's behalf (Including any necessary re-sits to enable learners to achieve). Training to support these individuals to engage with Construction Agencies and also work within the HMRC Construction Industry Scheme. The content of the course should cover one of, as a guide only, roles such as Plant Operator, Groundworks, Utilities, Plastering, Plumbing, Scaffolding, Tiling or another trade where skills shortages can be identified. Under this Lot, the Authority intends to award two separate call-off contracts, each relating to a specific construction trade or skills area. Bidders may submit proposals for more than one trade where they have the relevant expertise and capacity to deliver. The two contracts will be awarded to the highest scoring overall evaluation scores across the trades. Where multiple bids are received for the same trade, only one contract will be awarded to the bidder achieving the highest overall evaluation score for that trade in accordance with the published award criteria.

Construction 4

Construction 4 - Minimum of 60 GLH, over a maximum of 16 weeks of delivery at a minimum of Level 3. We would like these Skills Bootcamps to focus on re-skilling and upskilling to roles within the Construction Sector. The delivery provider will ensure that, where appropriate to the learner's intended role and progression pathway, learners are supported to obtain the correct Construction Skills Certification Scheme (CSCS) card. The content of the course should cover one of, as a guide only, Construction Management, Construction Supervisor, Project Management for Construction, NEBOSH Management in Construction Health & Safety or another area where skills shortages can be identified. The successful bids will demonstrate the local need for the chosen content, the engagement with local employers and commitment for guaranteed interviews for all unemployed or independent learners at the culmination of the course.
