## Summary

Salford City Council is procuring construction and repair services for its commercial, industrial and residential property assets across Greater Manchester. The requirement combines a 24-hour, 365-day responsive repairs service with small works delivered by one multi-trade contractor. The work covers a broad range of repair and maintenance activities rather than a single specialist trade, and is intended to support the Council’s property portfolio. Suppliers should therefore be able to coordinate and deliver different building-related trades, respond to repair requirements and complete planned small works packages. This is a works contract suitable for organisations operating in property maintenance, responsive repairs, building services or general construction, including businesses able to provide a joined-up multi-trade service.

The procurement has reached tender: Salford City Council invited offers through a below-threshold open competition, with electronic submission allowed. It is a single-lot requirement intended to appoint one supplier. The tender value is £2,100,000 excluding VAT, or £2,520,000 including VAT. The initial contract period is 1 November 2026 to 31 October 2029, with an option to extend through two further 12-month periods, up to 31 October 2031. Enquiries must be submitted by 18 September 2026 at 23:59:59, and offers by 25 September 2026 at 12:00. Evaluation is based on quality at 60%, price at 25% and social value at 15%.

This opportunity suits established multi-trade property repair and maintenance contractors able to provide continuous emergency and responsive coverage, organise suitably skilled teams and manage varied repair requests across a public property portfolio. Relevant strengths include experience in responsive housing or commercial property repairs, building maintenance, construction and small works delivery, with the operational capacity to coordinate several trades and maintain reliable service arrangements throughout the year. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so smaller organisations may be well placed where they can demonstrate the necessary breadth, resilience and service management. Businesses with strong quality systems and credible social value commitments should also be suited to the evaluation model.
