## Summary

The Scottish Government’s Marine Directorate engaged a classification society to keep five vessels in class. The requirement covers regular surveys after maintenance and major repairs, checking that work meets appropriate standards and supports vessel safety. The vessels operate in coastal waters around Scotland and beyond, with operational and refit activity linked to Aberdeen, Leith, Glasgow and Hull. This is a specialist marine inspection and vessel classification service, within marine services and content or data standardisation and classification services. The work concerns maintaining vessels’ classification status rather than carrying out the maintenance or repairs themselves. It is therefore relevant to classification societies and specialist maritime inspection organisations with the technical authority and geographical coverage to survey vessels at, or near, these ports.

The procurement is complete and was awarded through a limited procedure without prior publication of a call for competition. The buyer selected Lloyds Register, the only bidder recorded. The contract value is £777,820.52. The contract was signed on 21 August 2026. The procedure was justified on technical grounds: the classification society needed offices close to the vessels’ operational home ports in Aberdeen, Leith, Glasgow and Hull to minimise downtime, and only one supplier had offices in all four cities. The requirement was presented as one lot, although that lot is recorded as cancelled while the related award and contract are active. Evaluation was based on price. The procurement is covered by the Government Procurement Agreement.

This award demonstrates demand from the Scottish Government for specialist classification and survey services supporting a small fleet of marine vessels. A credible future competitor would need recognised classification-society capability, or equivalent authority and expertise, to carry out regular post-maintenance and post-repair surveys and confirm that work meets safety standards. Operational responsiveness is central: the stated rationale prioritised minimising vessel downtime, so suppliers would need a practical presence close to Aberdeen, Leith, Glasgow and Hull, including the ability to support refit activity in Hull. The requirement attracted one bid from a large supplier and was evaluated on price, indicating that a competing organisation would need both strong technical credibility and an efficient cost base. Experience with vessels operating around Scotland and beyond would also support delivery.
