The service is classified as public security and public law and order services. It will deploy eight marshals in high-harm locations identified by Sussex Police, during peak hours from 20:00 to 04:00 on Fridays and Saturdays. The scheme aims to increase public safety and confidence, reduce demand on emergency services, serious violence and knife crime, and improve partnership working. Marshals will identify vulnerable people and help keep them safe, intervene early to prevent violence, reduce violence against women and girls, and work with local businesses, local authorities, crime reduction partnerships and other agencies. Sussex Police will deliver the scheme under the Commissioner’s authority. This is a planned procurement at the pre-tender stage, not an invitation to bid. The buyer expects to publish the tender notice on or after 30 September 2026. It expects enquiries to close on 14 October 2026, tender submissions on 28 October 2026 at 12:00 UTC, and an award decision by 28 November 2026. The proposed route is a single-lot open procedure. The initial contract is planned for 1 April 2027 to 31 May 2028, with two 12-month extension options and a possible final expiry of 31 March 2030. The annual budget envelope is £120,000 excluding VAT (£144,000 including VAT). Any award and extensions depend on Home Office funding, with additional services or wider coverage subject to further funding. Payment terms are 30 days from a valid, supported invoice. The work is likely to suit experienced providers of night-time safety, community safety, public protection, security or violence-reduction services, with the operational capacity to recruit, vet, train, schedule and manage eight accredited marshals across Brighton and Hove. Each deployed marshal must hold valid Security Industry Authority Door Supervisor accreditation, although the supplier itself does not need to be SIA-approved. Bidders will need appropriate insurance, including employers’ liability and £5 million public liability cover, with general liability limited to £5 million per 12-month contract period. The service also requires Cyber Essentials Plus or core membership of the South East Cyber Resilience Centre. Suppliers and subcontractors must use UK-based data processing and UK-based data centres, and be prepared to complete security questionnaires and provide requested security evidence. ## Notice Please note that this is a planned Procurement notice only and not the start of the tender. A Tender notice will be published on or after the 30th September 2026 to commence the tender opportunity and for suppliers to Bid. Sussex Police, under the Authority of the Police and Crime Commissioner for Sussex, will be tendering for the provision of a Night Safety Marshall Scheme contract with a start date of 1st April 2027, for 1 year with the option to extend by a further 2 x 12 month extensions (ultimate expiry date will be 31 March 2030) This will be for the provision of Night Safety Marshals in Brighton and Hove Only. Aim of the Night Safety Marshal Scheme: Increasing public safety and confidence Reducing demand on emergency services Overall reduction in serious violence and knife crime Increase Partnership working. Night Safety Marshal Scheme objectives: To protect our communities by identifying the vulnerable and ensuring they are kept safe. To prevent serious violence with early intervention and the removal of threat. To reduce violence against women and girls. Work alongside local businesses and partner agencies (e.g. Local Authorities, Crime Reduction Partnerships etc.) to make our communities feel safe. The scheme will be to deploy 8 Marshalls in high harm locations identified by Sussex Police at peak hours of 20:00-04:00 on Friday and Saturdays. To deliver the Night Safety Marshal Scheme, whilst the Successful Supplier does not have to be a Security Industry Authority (SIA) approved supplier, the marshals deployed as part of the Scheme must be and hold valid SIA Door Supervisor Accreditation. The budget envelope will be PS120,000 excluding VAT per annum. Further information will be available when the Procurement Notice is published along with the Tender pack. Please also note that this opportunity is subject to Home Office funding which will not be confirmed until early 2027, Any contract awarded will be subject to the confirmation of funding. If funding is not received then any awarded contract will be cancelled. Any extension under the contract will be subject to Home Office continued funding. ### Lot Information Lot 1 Options: Should further funding become available from the Home Office, the Authority will reserve the right to request additional services of the supplier. This may include additional Marshalls or a wider geographic spread.
