## Summary

Barking, Havering and Redbridge University Hospitals NHS Trust is procuring outsourced adult chronic pain management services for around 400 NHS patients waiting for treatment. The service is intended to reduce referral-to-treatment waiting times by providing eligible patients with assessment and clinically appropriate treatment. The provider receives referrals, delivers new outpatient Consultant Pain Medicine assessments, follow-up appointments and treatment within its agreed scope, and returns patients to the Trust when treatment cannot be completed or falls outside its capability. It must provide timely clinical correspondence and outcomes after each patient contact. Patient information, clinical records and correspondence must be managed securely, with prompt discharge summaries covering diagnosis, investigations, treatment, ongoing management and further actions. Delivery is local to the Trust’s patient population through Nuffield Health (The Holly Hospital).

The procurement is complete and the Trust has selected Nuffield Health (The Holly Hospital) through a Provider Selection Regime Direct Award Process C. The award date was 14 August 2026, with an intention-to-award standstill ending at 23:59 on 2 September 2026; the planned contract period is 3 September 2026 to 31 March 2027. The awarded value is £285,000 including applicable taxes. There is one completed lot covering the full service. The direct award rationale cites Nuffield Health as the incumbent, its high-quality and integrated service, value for money, local accessibility, and the disruption that provider change or mobilisation could cause to patients. The award is for services under the light-touch Provider Selection Regime, rather than the Public Contracts Regulations 2015 or Procurement Act 2023.

This outcome identifies a recurring NHS requirement for an established pain services provider able to manage complete adult chronic pain pathways, including Consultant Pain Medicine assessments, follow-up care and clinically appropriate treatment. A credible future competitor would need clinical capability to assess and treat patients safely, manage referrals from an NHS Trust, recognise when a case falls outside its scope, and transfer patients back appropriately. Strong integration with existing care pathways, local delivery and continuity of treatment are important commercial factors. The service also requires secure handling of patient information and clinical records, reliable correspondence after every patient contact, and discharge summaries containing clinically useful outcomes and recommendations. Providers with demonstrable quality, operational capacity and experience reducing waiting times would be well placed.
