## Summary

The UK Atomic Energy Authority intends to procure a complete 33kV substation Supervisory Control and Data Acquisition (SCADA) system for its J5 facility. The system will replace the existing CODAS, SCADA and programmable logic controller arrangements with an advanced site-wide master SCADA system compliant with the IEC 61850 protocol. The requirement covers design, manufacture, delivery, installation and commissioning, including an operator workstation in the J5 control room. It will provide control authority in J5 and D8, use intelligent interlocking to prevent failures and operational errors, and integrate numerical and auxiliary devices. Alarms, trip signals and status indications will be transmitted over fibre or Ethernet to the main control room. The work is associated with the Authority’s site in Oxfordshire and is classified as SCADA or an equivalent system.

This procurement is at the planning stage: the Authority has stated an intention to procure and has not yet invited tenders. It expects to use a tender procedure, with a future notice anticipated on 14 September 2026. A pre-market engagement survey is planned, with responses requested by 3 September 2026. The estimated contract value is £400,000 excluding VAT, or £480,000 including VAT. The planned contract period is from 18 January 2027 to 17 January 2033. The requirement is a single lot and is identified as above the relevant threshold. The lot is marked as suitable for small and medium-sized enterprises. Businesses should treat the dates as the buyer’s current expectations and use the engagement stage to understand the developing requirement before any competition is launched.

This will suit a SCADA specialist able to deliver a complete electrical substation control and automation solution, rather than only supplying software or equipment. Relevant capability includes designing IEC 61850-compliant systems; integrating numerical protection and auxiliary devices; configuring site-wide master SCADA functionality; and providing operator workstations, control authority and intelligent interlocking. Suppliers should be able to manufacture, deliver, install and commission the system, including replacement of legacy CODAS, SCADA and programmable logic controllers. Experience of transmitting alarms, trip signals and status information over fibre or Ethernet to a control room will be directly relevant. The requirement is marked as suitable for SMEs, so an experienced specialist or capable delivery partnership may be well placed to prepare for the future competition.

## Notice

The United Kingdom Atomic Energy Authority are looking to engage a Supervisory Control And Data Acquisition (SCADA) specialist to develop a new SCADA system in J5 based on the IEC 61850 protocol, replacing the existing SCADA. The 400/33kV substation, the existing control and automation system, comprising historic CODAS system, SCADA and Programmable Logic Controllers, will be decommissioned and replaced with an advanced site-wide master SCADA system in full compliance with the IEC 61850 protocol. The work includes the design, manufacture, delivery, installation, and commissioning of the complete system, including an operator workstation in J5 control room. The SCADA will provide full control authority in J5 and D8, with intelligent interlocking to prevent failures or operational errors. The system will integrate with all numerical and auxiliary devices, transmitting all alarms, trip signals, and status indications over fibre or Ethernet to the main control room.
