## Summary

Forestry Commission intends to procure the design, construction and commercial operation of Rogate Bike Park. The site has developed from informal mountain-bike trails into a commercial facility, with a certificate of lawfulness from the local planning authority. The work will include operating the bike park and delivering the associated visitor infrastructure. Planning permission has been granted, with reserved matters, for paid car parking, although the car park still requires construction. The buyer is also seeking further funding for possible site investment, including a welcome cabin and additional toilet facilities; that funding is not confirmed. The main requirement is sports facilities operation services, with related construction works. The services and works will be delivered at Rogate Bike Park in Rogate.

This procurement is at the planning stage: the buyer has stated an intention to tender, but has not yet issued an invitation to bid. Forestry Commission plans to use market engagement to inform and finalise the tender documents. Interested suppliers are expected to register their interest through a market engagement questionnaire by 12:00 on 14 September 2026; responses will be used for information only and will not be evaluated. The anticipated contract period is 1 April 2027 to 31 March 2034. The published gross value is £0, which does not indicate a funding commitment for the potential investment works. The procurement is below the applicable threshold and is planned as a single lot. No award decision has been made.

The planned requirement is likely to suit an operator of mountain-bike parks, outdoor sports facilities or comparable visitor attractions, particularly one able to combine commercial operations with site development. Relevant capability will include designing and constructing trail or visitor infrastructure, managing paid car parking, providing safe and reliable public access, and running day-to-day sports-facility services. Suppliers with experience of converting informal or community-developed facilities into sustainable commercial operations may be well placed to prepare. The buyer has identified possible future investment in a welcome cabin and additional toilets, so businesses able to plan, deliver and operate customer-facing facilities could be relevant. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable for the requirement. The market engagement is intended to help potential suppliers understand and shape the eventual tender.

## Notice

Forestry England will shortly be tendering for the design, construction and commercial operation of Rogate Bike Park. Rogate Bike Park is a grass roots site that has evolved from informal mountain bike trails to a commercial operation. The trails have a certificate of lawfulness in place from the local planning authority. There has historically not been a formalised car park, however now planning permission (with reserved matters) has been granted for a paid car parking provision. Car park construction has yet to take place (as of 21/08/2026). Please note that it is our intention to advertise this tender once the car park works have been completed. Forestry England are currently looking to secure further funding for investment on site, such as a welcome cabin and further toilet provisions. This is not confirmed funding at the time of market engagement.
