## Summary

Perth & Kinross Council plans to procure planned preventative and reactive maintenance for public buildings across the Perth and Kinross Council area. The work is construction and building-maintenance services, covering 13 lots: electrical systems; fixed-wiring inspection and testing; fire and life-safety systems; security and access systems; remote alarm monitoring; L8 risk assessments; commercial catering and kitchen systems; water management and hygiene; specialist systems and equipment through a facilities-management provider; mechanical services including heating, plumbing and ventilation; single-ply roofing; drainage and environmental systems; and minor works and multi-trade support. The scope includes inspection, testing, servicing, repairs and reactive works across council buildings, with specialist equipment and compliance activities included within the relevant lots.

This procurement is at the planning stage: the Council has stated its intention to procure and has not issued an invitation to tender. It expects to use an open procedure. The estimated total value is £43,348,500. The procurement is divided into 13 lots, with estimated values ranging from £91,000 for L8 risk assessments to £9,923,000 for electrical systems; the minor works and multi-trade lot is intended to have three suppliers. A supplier engagement event is planned for 4 September 2026 at the Civic Hall, 2 High Street, Perth, from 2:30pm to 4:30pm. The Council expects the next notice to be published on 1 October 2026. The procurement is covered by the Government Procurement Agreement.

The planned procurement should suit specialist contractors able to maintain public-sector buildings and respond to planned and emergency requirements. Relevant businesses include electrical-testing and installation contractors; fire, security, access-control and alarm-monitoring specialists; L8 water-risk assessors; catering-equipment and kitchen-system providers; water-hygiene contractors; mechanical, heating, plumbing, ventilation and gas-safety specialists; roofing, drainage and environmental-services firms; and facilities-management or multi-trade maintenance providers. Lot 13 is aimed at suppliers combining several trades, including roofing, joinery, plumbing, flooring, external works, blacksmithing, rope access and scaffolding. Suppliers should use the planning period to assess which lots match their technical capacity, geographic coverage, response capability and experience maintaining varied council buildings.
