## Summary

Associated British Ports is procuring marine environmental and consenting consultancy services for the Future Port Talbot programme. The requirement supports phased development of the existing Port Talbot port into a major hub for the deployment and supply chains of floating offshore wind in the Celtic Sea. The programme includes port expansion, land reclamation, marine and terrestrial works, and ecological mitigation or compensation. The consultant will lead the marine technical elements of the Environmental Impact Assessment and provide associated project support, including work needed for the planned Infrastructure Consent Order. The services relate to port and transport infrastructure and will be delivered in Port Talbot, Wales. This is a services requirement for a utility undertaking.

The process reached tender: Associated British Ports invited offers through an above-threshold open procedure. Tenders were to be submitted electronically, in English, by 21 September 2026 at 12:00 BST through the ABP procurement portal. The award decision was scheduled for 29 October 2026 at 23:59 UTC. One lot covers the requirement. The contract period runs from 30 October 2026 to 1 March 2030. The published overall estimated gross value is £0, and the lot’s published estimated gross value is AED 0. Tenders are evaluated on quality at 60% and commercial considerations at 40%. The resulting contract is to use an NEC4 Professional Services Contract, Option E.

This opportunity suits an experienced marine environmental and consenting consultancy able to lead marine technical work within a complex Environmental Impact Assessment. Relevant capability includes marine surveys, environmental assessment, geological or geophysical consultancy, environmental issues advice, and preparation of evidence for major infrastructure consents. Suppliers should be able to support a large, phased port-development programme involving offshore-wind supply chains, land reclamation, marine and terrestrial construction, and ecological mitigation or compensation. Strong understanding of marine planning, environmental regulation, consenting strategy and Infrastructure Consent Orders will be important. The work calls for a team with sufficient technical depth and capacity to coordinate multidisciplinary inputs and sustain support from service commencement through the planned consent and port-development programme.
